인천상륙작전은 연합군의 반격으로 전세를 전환할 수 있는 계기를 만든 작전이었다. 미군은 이 작전을 전쟁사 컬렉션에 담아 교훈으로 전하고 있다. 인천상륙작전에 관한 기존 연구는 전략적 관점에서의 분석과 맥아더에게 초점이 맞춰진 연구들이 다수지만, 합동기능 관점에서의 연구가 부재한 실정이다. 합동작전은 군과 지원기관 능력들을 효과적으로 통합하고 동기화하는데 복잡성이 존재한다. 그 복잡한 작전을 운용하기 위해서는 특별한 능력이 필요하다. 합동기능이 이를 용이하게 한다. 전작권 전환에서 미래연합사가 갖춰야 할 능력은 합동작전 수행능력이다. 왜냐하면, 합동작전은 한반도 전구 수행의 핵심이자, 전작권의 실체적 축소판이기 때문이다. 합동기능이라는 도구로 인천상륙작전을 살펴본 결과, 합동기능에 따라 능력을 확보하고, 과업을 수행하는 것이 필요함을 확인할 수 있었다. 러시아·우크라이나 전쟁은 군사기술에 관한 미시적 관점에서 흥미를 불러일으키고 있다. 그렇지만 이것이 핵심이 될 수는 없다. 전장에서의 우위는 합동기능 수행에 필요한 제반 능력을 확보하고 과업을 수행하는 것이 핵심이다. 인천상륙작전을 통해 전쟁을 거시적 관점에서 되짚어봐야 할 이유가 여기에 있다.
Abstract
It was Operation Chromite that helped turn the tide in favor of a UN force counterattack. Today, the U.S. military has incorporated the operation into its Joint Military Operations Historical Collection to pass on lessons learned. The existing literature on Operation Chromite is dominated by strategic analysis and a focus on MacArthur. There is a lack of research from Joint Functions perspective. The complexity of Joint Operations lies in the effective integration and synchronization of military and support agency capabilities. Specialized capabilities are required to execute these complex operations. Joint functions can facilitate this. In the transition Wartime OPCON(Operational Control), the ability to conduct Joint Operations will be a priority for the Future Combined Forces Command(ROK). This is especially true for Joint Amphibious Operation, which are at the heart of the Korean Peninsula war effort and are a tangible microcosm of the transition Wartime OPCON. Looking at Operation Chromite through this new lens of Joint Functions, we see that it is essential to acquire capabilities and execute tasks according to Joint Functions. The Russian-Ukrainian war has sparked interest in the micro view of new military technology. However, this cannot be the core. Battlefield dominance is about having capabilities and executing tasks that span Joint Functions. This is why we should look back at the war from a macro perspective through Operation Chromite.
