이 연구는 대학 등록금 책정과 직접적인 관계가 있는 대학재정 구조와 현황 그리고 구조적 문제점을 분석하고, 우리나라 대학등록금 규모와 인상요인을 분석한 후, 이를 토대로 대학등록금 정책의 문제점과 대안 모색을 위한 논의를 전개하는 데 목적을 두고 수행되었다. 이 연구에서 얻은 결과, 대학등록금은 물가상승률에 비해 무려 2배 이상 인상되었고, 국립대 등록금 인상률이 사립대에 비해 높지만 등록금 수준은 국·공립대보다 사립대 수준이 1.8배 높았으며, 대학등록금에 대한 가계 부담이 더욱 증대되고 있었다. 그리고 선진국과 비교해도 결코 낮지 않은 수준이었다. 대학등록금 정책의 문제점으로 등록금 의존 비중이 과다하다는 대학재정의 구조적 문제, 등록금 부담 주체가 불공정하다는 대학등록금 정책의 기본 철학 부재 문제, 대학등록금 책정의 과학적 접근 부재 문제, 대학생의 등록금에 대한 정보 접근의 차단과 불투명성 문제, 대학등록금 수준의 합리성 결여 등이 논의되었다. 결론적으로 이 연구는 ① 대학재정의 공동부담 철학에 근거한 국가의 대학등록금 기본철학 정립, ② 대학등록금 책정 과정에서 교육공급자와 교육수요자의 다양한 요구를 반영하는 과학적 접근 모색, ③ 대학등록금의 적정 규모 산출 제시와 인상률 조정 장치 마련, ④ 대학 학자금 지원 제도의 활성화와 장학금 지원 확대, ⑤ 대학등록금 책정 절차의 투명성과 민주성 확보 등의 대안적 논의를 제시했다.
Abstract
The main purpose of this study is to analyze the structure, current situation, and problem of higher education finance related to setting of tuition & fee, to analyze the scale of tuition & fee level and factors affecting tuition & fee increase, and finally, to discuss the alternatives to improve the tuition & fee policy. The findings of this study are 1) a structural problem of higher education finance which the ratio of tuition & fee is higher, 2) the lack of a shared philosophy in the tuition & fee policy, 3) the lack of a scientific approach to set the level of tuition & fee, 4) the lack of transparency in the process of setting tuition & fee, etc.. The alternatives suggested in this study is 1) the reflection of a shared philosophy in implement the tuition & fee policy, 2) the investigation of a scientific approach reflecting the needs of students and universities in setting the level of tuition & fee, 3) the suggestion of an optimal scale of tuition & fee level, 4) the expansion of the financial aid and scholarship program, and 5) the improvement of transparency and democracy in the process of setting tuition & fee. Finally, several implications for future research were discussed concerning the tuition & fee policy.
