고등교육 학자금 지원정책이 학자금 부담경감 및 학업성취도에 미치는 영향 분석

초록

우리나라는 고등교육비용의 GDP 대비 비중이 2010년 0.8%(OECD 평균 1.4%)이며 정부지출대비 2.6%(OECD 평균3.1%)의 수준을 유지하고 있다. 그러나 정부부담(22.3%)에 비해 사적분담(68.9%)의 비중이 과도하게 높아 민간부담이 과중하다는 문제가 있다(OECD, 2013:207-218). 또한 OECD(2013)의 조사결과에 따르면 학자금 절대 규모가 미국 다음으로 높은 국가로 분류되어 있어 학자금 절대 규모면에서도 부담감이 높다고 볼 수 있다. 이러한 상황에서, 본 연구는 고등교육장학지원정책의 효과성 여부를 살펴보기 위해 우리나라에서 시행하고 있는 대학 학자금지원 정책의 수혜자 집단의학자금 부담경감이 실질적이고 체감 할 수 있는 정도의 효과가 있는지를 조사하였다. 분석결과를 통해 실질 등록금 부담은 경감되고 있는 것으로 조사되었다. 동시에 본 연구는 또 다른 정책효과 분석으로 정책 수혜집단들의 학업성취 향상을통계적으로 검정해보았다. 또한 수혜자들의 경제적 여건에 따른 정책효과의 차이점을 보기위해 소득분위라는 조절 변수를 활용하여 정책의 변화도를 통계적으로 고찰해보았다. 분석결과를 통해 대표적인 학자금 지원정책인 학자금 대출제도,장학금제도가 성적향상이라는 정책목적을 충분히 달성하고 있음을 통계적 유의수준 내에서 설명할 수 있었고, 정책 수단별로도 그 효과성이 다르게 나타나고 있음을 볼 수 있었다.

Abstract

This paper researches the effectiveness of government financial assistant for post-secondaryeducation. More specifically, this study investigates whether government financial assistant policy caused the intended effects: reducing tuition burden and enhancing academic achievement. Resultshows that actual college tuition burden is lightened. Also, in order to see the difference of policy effectiveness, income bracket was applied as a moderator variable. Analysis shows that student loanprogram and scholarship program, which are two main financial assistance programs, significantly improved the academic achievement.
