본 논문은 현재 정부가 국고로 지원하는 대학생 대상 학자금 융자제도의 종류와 융자규모, 제도의 목적 및 대여 정책 등의 특성을 고찰하여 제도의 문제점을 분석하고, 개선 방안을 탐색하기 위한 것이다. 이를 위해 본 논문에서는 학자금 융자의 조건과 규모, 상환비율, 수혜자의 능력에 비추어 본 상환 부담정도와 정부의 융자제도 운영에 따른 비용부담을 계산함으로써 재정 운영의 관점에서 효율성을 분석하였다. 이와 함께 저소득계층의 고등교육 기회 확대라는 교육적ㆍ사회적 목적에 비추어 제도 운영 과정에서 나타난 형평성의 문제를 논의하고 정책적 시사점을 제시하였다.
Abstract
This article aims to examine the present student loan schemes subsidized by the government. For this purpose, I examined the main lines of the development of the loan schemes; their objectives, administrative structures, lending policies and loan conditions. Based on the examination of the loan schemes, I provided a financial appraisal of the schemes, giving particular attention to the loan size, repayment ratio, the repayment burden, and recovery ratio with default and administrative costs. With the results of the financial analysis, I examine the viability of the loan schemes. And also, I dealt with the equity issues related to the loan schemes performance in terms of their targeting and effects on the equalization of educational opportunity.
