Abstract
"This paper aims to examine the issues of the number of council members, the authority to organize local governments, the method of electing council chairpersons, and the uniform composition of local council members, as means for local councils to fulfill their roles and responsibilities while actively responding to social changes, rather than being uniform and fragmented, across 243 local councils, and through this, to explore potential improvements. The improvement measure proposed in this study is, first, the number of local council members should be determined autonomously by local governments through ordinances in a manner appropriate to the essence of local autonomy and decentralization, and this should be specified in the Local Autonomy Act and the Public Official Election Act. Second, the current system of legally mandated numbers for local council members should be abolished, and local councils should be restructured to set their own numbers autonomously through ordinances. Third, to secure the right to organize autonomously, it is desirable to amend Article 103 of the Local Autonomy Act and repeal Article 15 of the regulations. Fourth, to ensure the independence of personnel authority in local councils, a council-specific position should be established, with operations conducted at the metropolitan level. Fifth, as the organizational structure of local government bodies becomes more diverse in the future, the composition of local councils should also be diversified accordingly. In conclusion, the composition, terms, and numbers of local government councils should be autonomously determined through ordinances."
