오늘날 피지의 인종정치와 ‘족장’ 민주주의는 영국 식민정부가 원주민의 토착문화와 생활양식을 보호한다는 맥락에서 채택한 간접통치방식과 인도인의 대거 유입이 초래한 계약노동제의 소산이다. 또한원주민의 공동체 의식(communalism)은 전통적 족장중심 패권질서와원주민의 정치적 우위를 유지하기 위한 제도적 변용의 문화적 기반을제공했고, 저급한 정치의식과 교육수준이 이러한 복종형 문화와 행태를 더욱 강화시킴으로써 족장 민주주의라는 지극히 독특한 의회민주주의의 남태평적 변형을 초래했다고 볼 수 있다. 요컨대 피지의 사례는 민주주의 정치기제의 운영양태가 역사문화적 기반의 강고성에 따라 변형될 수 있다는 경험적 근거가 된다. 즉, 피지는 지극히 원시적인 부족 정치질서를 유지해 왔으나, 바로 그러한 질서의 응집력이새롭게 도입된 민주주의 기제를 ‘피지식(Fijian)’으로 재구성한 것이다.
Abstract
The notorious ethnic politics and ‘chiefdom democracy’ in contemporary Fiji are historical legacies of the British colonial government’s policy of indirect rule and the adoption of indenture labour system, which later has led to leading to the inescapable ethnic conflict between the Fijians and the Indo-Fijians. Communalism of the Fijians as well provided the cultural basis of traditional hegemonic order and institutional manipulation for securing political supremacy of the Fijians over the Indo-Fijians. Low level of political consciousness and insignificant educational background of the ordinary Fijians have also reinforced subjective political culture and behavior, thereby creating unique type of the South Pacific transformation of parliamentary democracy.
