유럽의 노동시장 정책 사례 및 청년 빈곤 실태 탐색 : 영국, 독일, 스웨덴 자료의 시계열 분석을 중심으로

본 연구는 Esping-Andersen의 복지레짐을 대표하는 영국, 독일, 스웨덴 청년 빈곤 관련 정책동향을 탐색하고 실태를 분석하는 데 주요 목적을 두었다. 세 국가의 청년실업 해소를 위한 노동시장 정책을 분석한 결과 공통적으로 불평등의 구조적 완화에 방점을 두고 있으며, 상대적 빈곤율 및 니트족 비율과 같은 지표를 활용하여 관련 정책의 성과를 실증적으로 탐색하는 데 제도적 노력을 기울이고 있었다. 아울러 정책 프로그램 사례를 분석한 결과 파트너십, 신뢰, 인간적 관계 형성과 같은 사회적 자원 및 지지가 중요한 성공요인으로 파악되었다. 유럽연합 통계청(Eurostat)의 자료를 바탕으로 2014년-2023년 기간 세 국가의 청년 빈곤율과 니트비율을 시계열 분석한 결과 독일의 청년 빈곤율은 코로나가 시작된 2020년 22%로 급증한 추이가 포착되었다. 스웨덴 또한 청년 빈곤율과 니트비율은 2019년까지 감소세를 보이다 2020년 이후 니트비율은 7%로 증가하는 추세가 확인되었다. 유럽연합 탈퇴로 2019년까지 통계청 자료가 공개된 자유주의 모델의 영국 또한 2017년 이후 청년 빈곤율과 니트비율이 증가하는 양상이 나타났다. 본 논문의 결론에서는 각 국가의 사례로부터 한국 빈곤 청년층의 문제를 완화하기 위한 정책적 시사점과 교육제도 혁신의 필요성을 심도 있게 논의하였다.
Abstract
This research aims to explore trends of youth poverty and labor market policy cases from the UK, Germany and Sweden within the welfare regime theory of Esping-Andersen. I find that policy orientation has been commonly observed to mitigate structural inequality among all three countries and policy outcomes have been empirically scrutinized. Policy case analyses demonstrate that positive results come from social resources and supports(partnership, trust and relationship) among stakeholders. Drawing the Eurostat data from 2014 to 2023, I analyzed the time-series of youth poverty rate and NEETs rate. Results show that the youth poverty rate has risen sharply up to 22% in Germany and the Swedish youth NEET rate has also risen to 7% since 2020 at the COVID-19 pandemic onset. Due to Brexit, the UK data is available until 2019 and shows both youth poverty and NEET rate have increased since 2017. In conclusion, policy implications have been further discussed to advocate systematic interventions for vulnerable youths in South Korea.
