본 연구는 적극적 노동시장 정책이 청년의 사회적 배제에 미치는 영향을 추정하였다. 이를 통해 그간 고용 및 임금의 측면에서만 평가되어 온 적극적 노동시장 정책의 효과를 사회적 배제와 하위 배제(경제, 고용, 주거, 건강, 사회적 관계 배제)의 측면에서 평가하고자 하였다. 이를 위해 한국복지패널조사 12차(2017년)부터 19차(2024년)까지의 자료와 성향점수매칭-이중차분모형(propensity score matching-difference in differences)을 각각 분석자료와 분석방법으로 활용하여 효과를 추정하였다. 분석결과, 적극적 노동시장 정책 수급은 청년의 고용 배제 수준을 유의하게 감소시켰으나, 전체 사회적 배제 수준은 오히려 유의한 수준에서 증가하였으며, 경제, 주거, 건강, 사회적 관계 배제 수준에는 유의한 영향을 미치지 않았다. 이러한 결과를 바탕으로 적극적 노동시장 정책의 내실화와 청년의 사회적 배제를 감소시키기 위한 개별 제도의 확대가 필요함을 제언하였다.
Abstract
This study aims to examine the effects of active labor market policies (ALMPs) on youth social exclusion. It evaluates the impact of ALMPs, traditionally assessed mainly through employment and wage outcomes, from the perspective of overall social exclusion and its sub-dimensions (economic, employment, housing, health, and social relationships). Using data from the Korean Welfare Panel Study from wave 12 to wave 19, the effects of ALMPs were estimated using propensity score matching combined with a difference-in-differences (PSM-DID) approach. Findings indicate that participation in active labor market policies (ALMPs) significantly reduced employment exclusion among young people. However, it had no significant impact on exclusion in the economic, housing, health, and social relationship dimensions and, in fact, was associated with a significant increase in overall social exclusion. Based on these results, the study suggests strengthening ALMPs implementation and expanding specific policies designed to reduce youth social exclusion.
