OECD 국가의 유연안정성 및 유형별 적극적노동시장정책의 조합과 이행기 청년 비정규직에 대한 비교연구: 한시적 근로를 중심으로

청년의 ‘성인기로의 이행’은 생애과정(life course) 관점에서 매우 중요한 발달과업이다. 특히 학교에서 노동시장으로의 이행은 다양한 발달과업을 수행하는데 주요한 요인으로 작용하고 있다. 그러나 노동시장 이중구조로 인해 갈수록 벌어지는 정규직과 비정규직 간의 격차와 그에 대응하지 못하는 노동시장정책으로 인해 청년의 노동시장 이행 또한 지체되고 있고, 이에 대한 다양한 정책적 개입이 요구되고 있다. 1997년 외환위기 이후 시행된 노동시장 유연화는 청년 노동시장의 양극화를 초래하였고, 이에 유연안정화(flexicurity) 전략의 일환인 고용보호법제와 소득보장제도, 그리고 적극적노동시장정책의 균형이 주목되었다. 그러나 그간 연구에서는 개별 적극적노동시장정책 프로그램의 차이를 면밀하게 살펴보지 못했고, 유연안정성 정책과의 종합적인 관계를 살펴보지 못했다는 한계가 있었다. 이에 본 연구는 청년 비정규직으로 대표되는 한시적 근로자의 비율에 영향을 미치는 여러 가지 정책조합을 살펴보기 위해 퍼지셋 질적 비교 분석 방법(Fs/QCA)을 실시하였다. 연구 결과, 청년 한시적 근로자가 증가하는 국가들은 고용보호법제(EPL)가 엄격하면서 초기 실업급여 순소득대체율(NPR)이 높은 경우로 나타났다. 또한, 청년 한시적 근로자 비율이 높지 않은 국가들은 직접 일자리 창출에 대한 투자가 낮은 것으로 나타났다(필요조건). 청년 한시적 근로자가 증가하는 원인조합에 대해 적극적노동시장정책 패러다임 전환 시기를 기준으로 분석한 결과(충분조건), 2009년과 2018년의 조합 결과가 다소 다르게 나타났다. 2009년에 비해 2018년에는 보다 다양한 적극적노동시장정책 투자가 이루어졌으며, 초기 실업급여 순소득대체율을 포함한 원인조합이 늘어났다. 한국의 경우는 기존 연구와 유사하게 전반적인 적극적노동시장정책에 대한 투자가 낮지만 직접 일자리 창출 투자는 높은 편이다. 그러나 기존 연구와는 다르게 청년 한시적 근로자의 증가에 있어서는 오히려 노동시장의 높은 유연성이 원인이 되었으며, 초기 실업급여 순소득대체율이 높을 때 발생하는 것으로 나타났다. 이는 한시직 일자리 중심의 일자리 창출 전략 투자만이 아니라 다양한 적극적노동시장정책이 필요함을 시사한다. 또한 한국의 실업급여 순소득대체율은 실업 기간에 따라 지급 수준의 차이가 있으므로, 노동시장 유연성이 높을수록 이를 고려 하지 않은 소득보장제도의 설계는 오히려 청년 한시적 근로자가 증가하게 할 수 있음을 시사한다.
Abstract
'Transition to adulthood' is a very important developmental task for the Youth. In particular, the transition from school to the labor market acts as a major factor in carrying out various developmental tasks. However, due to the ever-widening gap between regular and temporary workers caused by the dual structure of the labor market, the transition of the youth is also being delayed. The labor market flexibility implemented after the 1997 crisis led to polarization of the youth labor market, and attention was paid to the balance among the employment protection legislation(EPL), income guarantee system, and active labor market policies as part of the “flexicurity” strategy. However, studies so far have had limitations in that they have not closely examined the differences between individual active labor market policy program and have not examined the comprehensive relationship with flexicurity. Therefore, this study conducted a fuzzy-set qualitative comparative analysis method (Fs/QCA) to examine the various policy combinations that affect the proportion of youth temporary workers. As a result of the study, it was found that countries with an increasing number of young temporary workers have strict EPL and high initial net replacement rates(NPR). In addition, countries that do not have a high proportion of young temporary workers show low investment in direct job creation (required condition). As a result of analyzing the causes of the increase in the number of young temporary workers based on the periods of active labor market policy paradigm shift(sufficient condition), the results of 2009 and 2018 were somewhat different. Overall, in 2009, compared to 2018, there were not much diverse ALMP investments implemented. Also, the combination of NPR was increased in 2018 compared to 2009. In the case of South Korea, similar to previous studies, investment in overall ALMP is low, but investment in direct job creation is very high. However, unlike previous studies, the high flexibility of the labor market was the cause of the occurrence of young temporary workers. This suggests that not only investment in job creation strategies, but also various active labor market policies are needed. Also, since the effect of net replacement rate varies depending on unemployment duration, as the flexibility of the labor market is still high, the number of young temporary workers would increase if considerable design of the income security system does not take this into account.
