실업정책에서 청년실업은 매우 특별한 의미를 지닌다. 한국과 마찬가지로 유럽도 오랫동안 청년실업은 적지 않은 사회적 파장을 지니고 있다. 그럼에도 유럽복지국가에서 청년시기는 일반적으로 미래의 안정적인 삶을 준비해야하는 단계로 이해되고 있다. 동시에 유럽에서도 경제위기가 지속되면서 청년은 자의적이든, 비자발적이든 학교나 직업훈련을 중도에 포기한 채 노동시장에 뛰어들면서 자신의 삶을 어렵게 하고 있다. 이러한 상황에 직면하여 유럽의 청년실업정책은 이들을 경제적 요소로만 보지 않고, 많은 제도적 개선이이루어져야만 하는 시민적 관점에서 바라본다. 이 논문은 유럽 주요 5개국을 중심으로 청년들을 위한 노동시장의 특수한 성격과 실업정책을 비교분석하고, 이들의 경험으로부터 한국의 청년실업정책을 위한 교훈을 이끌어내고자 한다.
Abstract
From the viewpoint of employment policy youth unemployment has a speical meaning. Youth period in european welfare states might be generally acknowledged as a stage, in which young people should prepare for security of living in future. Simultaneously, young people make life difficult for themselves, while they,voluntarily or not, walk their schooling and vocational education and Training off and, after it, jump into labour market without extra qualification. On this point there is significant difference between employment policy in relation to normal workers and to young people. Unemployment policy in Europe don't look upon young people as economic factors, but as a viewpoint of citizenship, for which many institutional improvement should be complemented. This article aims to analyze specific characters of labour market and employment policies for youth in 5 european countries, and, to find lessons for Korean unemployment policy for youth from european experiences.
