본 연구는 의료복지사회적협동조합(이하 의료사협)이 운영하는 의료기관을 이용하는 소비자 관점의 의료서 비스 품질 지표 개발에 중점을 두고 있다. 이를 위해 선행연구 분석, 수정 델파이 조사, 전문가 인터뷰를 실시하여 의료서비스 품질 지표 초안을 도출하였다. 이후 의료사협 의료기관 이용 경험이 있는 소비자를 대상으로 설문조사를 진행하였으며, 탐색적 요인분석과 고차 확인적 요인분석을 통해 최종적으로 3차 구조 의 의료서비스 품질 지표를 도출하였다. 연구 결과, ‘의료서비스 품질’은 ‘핵심 품질', '유형 품질’, ‘확장 품 질’의 2차 요인으로 구성되었고, 이는 ‘적정 진료’, ‘진료의 효과성’, ‘의료장비 및 설비’, ‘의사의 태도’, ‘간 호사의 태도’, ‘과정의 효율성’, ‘물리적 환경’, ‘사후관리’, ‘비용의 적정성’ 등 9개의 1차 요인을 포함하는 것으로 나타났다. COVID-19 팬데믹 이후 돌봄과 재택의료의 관심이 증가하면서 의료사협의 역할에 대한 사회적 관심 또한 확대되고 있다. 빠르게 변화하는 보건의료 환경 속에서 의료사협의 지속가능한 경영은 중요한 과제로 대두되고 있다. 본 연구에서 제시하는 의료서비스 품질 지표는 의료사협을 이용하는 소비자 의 성향과 기대를 분석하는데 활용될 수 있으며, 이를 바탕으로 의료사협의 경영전략 수립과 성과 개선에 기여할 것으로 기대된다.
Abstract
This study focuses on developing a healthcare service quality measurement index from the perspective of consumers using medical institutions operated by the Health Welfare Social Cooperatives(HWSC). To derive a preliminary framework for the index, a literature review, a modified Delphi survey, and expert interviews were conducted. A survey was then administered to consumers with experience using HWSC medical institutions, and exploratory factor analysis(EFA) and higher-order confirmatory factor analysis were performed to finalize a three-tiered healthcare service quality measurement index.. The results indicate that healthcare service quality consists of three second-order factors: ‘core quality’, ‘tangible quality’, and ‘augmented quality’. These factors encompass nine first-order components: ‘appropriate treatment’, ‘effectiveness of care’, ‘medical equipment and facilities’, ‘physicians' attitude’, ‘nurse’s attitude’, ‘efficiency of process’, ‘physical environment’, ‘follow-up management’, and ‘cost appropriateness’. Following the COVID-19 pandemic, interest in home healthcare and caregiving has surged, leading to increased attention on HWSC. In this rapidly evolving healthcare environment, ensuring the sustainability of HWSC has become a critical issue. The healthcare service quality framework proposed in this study is expected to facilitate an in-depth analysis of consumer preferences and expectations regarding HWSC services. Furthermore, it will provide valuable insights for strategic management and performance improvement within HWSC-affiliated healthcare institutions.
