규범세력(normative power)으로서의 유럽연합(EU)의 對 북한 인권정책

초록

유럽연합은 북한의 열악한 인권상황을 개선하기 위해 많은 노력을 경주해 왔다. 규범세력임을 표방하는 유럽연합의 대북한 인권정책은 유럽연합-북한간의 양자차원, 국제사회의 협력을 도모하는 다자차원, 그리고 유럽의회 차원의 독자적 대북 인권결의안 채택 등의 방식을 병행하며 추진돼 왔다. 유럽연합과 북한은 양자차원에서 지금까지 열네 차례 정치대화와 두 차례의 인권대화를가진 바 있으며, 다자차원에서 유럽연합은 유엔총회에서 북한인권결의안 채택을 주도해오고 있다. 더불어 유럽연합은 유럽의회 차원에서 대북 인권결의안 채택을 통해 북한 인권의 개선을 촉구해오고 있으며, 이러한 노력은 유럽연합 대북정책의 중요한 축을 이루고 있다. 한편 유럽연합은 북한이 양자차원의 인권개선 요구에소극적인 태도로 임하고 있는 것으로 판단하면서 북한 인권문제 해결을 위한 노력의 무게중심을 유엔 등 다자간의 틀로 이동시키고 있는 것으로 보인다. 그러나 이러한 유럽연합의 행동은 거꾸로유럽연합의 대북 지렛대 효과를 반감시키는 결과를 낳고 있다. 이러한 점에 주목해서 한국 정부는 유럽연합의 대북한 인권정책이가지고 있는 특징과 한계를 보다 면밀하게 분석할 필요가 있다.

Abstract

This study examined the European Union’s human rights policy toward North Korea and analyzed the human rights policy which EU pursued to ameliorate the poor human rights of North Korea. EU’s human rights policy toward North Korea as a normative power was driven by the dimension of the both parties of EU and North Korea, with multi-dimension which sought the aggressive cooperation of the international society, and along with the human rights resolution on the situation in North Korea of the dimension of European Congress. In the meantime, EU and North Korea had 14 times of political dialogue and twice of human rights dialogue, through which North Korean human matters were discussed profoundly. Furthermore, EU, with the multi-dimension, has taken lead in adopting the human rights resolution on North Korea in the UN General Assembly. Additionally, EU has urged the improvement of the human rights issue in North Korea through the adoption of the human rights resolution on the situation in North Korea of the dimension of EU Congress. And with this endeavor, it marked the grounds of EU’s human rights policy toward North Korea for the future. But, that behavior of EU counteracted the leverage effect of EU contrary to the prediction. Taking note of these points, South Korean government needs to anatomize the characteristics and the limits of EU’s human rights policy toward North Korea more meticulously.
