유럽연합의 대북한 정책: 안보문제화, 규범, 그리고 외재화

초록

현실주의 시각에 기초한 유럽연합의 대북한 정책 연구와 대별되어, 유럽연합의 규범성을 강조한 연구가 주목받고 있다. 이들 연구는 규범과 같은 관념적 요소의 함의를 부각시키면서 새로운 논의의 지평을 열었으나, 규범이 고정된 특질을 가진 독립변수로 가정하여 대외정책에서 나타난 규범의 효율성만 고찰하였다. 그러나 본 연구는 유럽연합의 규범이 어떻게 사회적으로 재구성되는가에 대한 고찰을 기반으로 기존 규범주의 연구의 한계를 비판적으로 접근하기 위해 다음 두 가지 질문을 제기한다. 첫째, 규범적 유럽연합에 대한 정의는 변화된 국제 환경 속에서 무엇이 정상적이고, 상식적인 국제정치행위인지 그리고 그 결과 무엇이 규범적인 정치행태인지에 대한 존재론적 재해석을 시도한다. 둘째, 탈냉전 시대에 있어 안보문제화의 확장 담론에 기인하여 대두된 국제 정치의 주제, 대상 및 방법론에 대한 새로운 인식론을 제기한다. 이런 질문을 바탕으로, 본연구는 유럽연합의 대북한 정책의 규범 외재화 과정을 경제관계, 비핵화 그리고 인권정책에 초점을 맞추어 고찰을 시도한다. 이런 논의를 통해, 대북한 정책의 규범성을 이해하기 위해서는 규범의 내재화 현상 못지않게 외재화 과정에 대한 추론적 분석이 중요하다고 결론짓는다

Abstract

The existing studies concerning the EU’s North Korean policy tend to focus on the effectiveness of its normative approach, without delving into the ontological and epistemological positions of the ways in which the underlying norms and values are constructed. The normative studies have thus often been criticized, even allowing critiques to ask whether this approach itself is worthwhile. This research, however, argues that the normative approach is still relevant, if the factors determining the processes in which the EU’s norms are inter-subjectively constructed are taken into account. Two hypotheses are thus suggested against this backdrop. First, the definition of Normative power Europe should be based on what is ‘normal’, and thus ‘normative’, in world politics, particularly taking into account the transforming ontological position of post Cold-War era. Second, a new epistemological position of security and the corresponding securitization processes in this post Cold-War era has to be included in the parameters of this study, aiming to understand what is the normative approach in terms of themes, referent objects and methodologies. Keeping these assumptions in mind, this paper seeks to make sense of the externalization process of the EU’s North Korea policy with particular references to economic relations, non-nuclearization and human rights issues, and concludes that making sense of the externalization of norm constructions, as much as the internalization, is critical to the examination of the EU’s normative approach in its North Korean policy.
