초록

국제사회의 정치⋅경제적 힘을 보유하고 있는 유럽연합(EU)은 북한 및한반도 문제 해결의 잠재적 행위자가 될 수 있다. 현재 EU의 독특한 문제해결 방식인 다층화된 외교 접근은 한반도 문제 해결에 많은 함의를 제공한다. EU의 다층화된 외교정책은 양자 협상을 통한 다자간 해결의 방식을 추구한다. 대표적인 EU의 대북정책은 선택적 포용정책을 들 수 있다. 한편EU의 대북정책에는 분명한 한계 또한 존재한다. 본 연구의 목적은 첫째, EU의 대외정책을 검토한다. 둘째, EU의 대한반도 정책의 장점과 한계점을분석한다. 이를 통해 셋째, 북핵 및 한반도 문제의 평화적 해결을 위한 긴밀한 한-EU 협력의 필요성을 조망한다.

Abstract

The European Union that has the political and economic power of the international community can be a potential actor in resolving problem of North Korea and the Korean Peninsula. The multi-level diplomatic approach of EU provides many implications for resolving the problem on the Korean Peninsula. In other words, the EU’s multi-level foreign policy pursues a multilateral solution through bilateral negotiations. Representative European Union’s North Korea policy is selective engagement policy. On the other hand, there are obvious limitations to EU policy toward North Korea. The purpose of this paper is to examine the European Union’s foreign policy. Second, we analyze the advantages and limitations of the European Union’s foreign policy on the Korean peninsula. And third, it draws the need to Diplomatic close cooperation between the EU and Korea for a peaceful resolution on the North Korea nuclear issue or the Korean Peninsula problem.
