본 연구는 북한의 모자보건 현황을 분석하고 남북한 협력방안을 협력적 거버넌스 관점에서 모색하였다. 북한의 모자보건 실태는 모성사망비, 영유아 사망률 등 주요 지표에서 남한과 큰 격차를 보이고 있으며, 전 세계 평균과 비교해도 매우 열악한 상황이다. 「어린이보육교양법」, 「인민보건법」, 「녀성권리보장법」 등 관련 북한 법령은 포괄적인 모자보건 서비스 제공을 국가 의무로 규정하고 있으나, 경제난과 의료 인프라 부족으로 실제 이행은 매우 제한적인 것으로 나타났다. 이러한 배경에서 본 연구는 협력적 거버넌스 이론을 적용하여 남북한 모자보건 협력방안을 제시하였다. 구체적으로 민관 합동 ‘남북 모자보건 협력기구’ 설립, 실태 공동조사, 의료인력 교류, 시설 현대화 지원 등을 단계적으로 추진할 것을 제안하였다. 본 연구는 북한 모자보건 증진이 인도주의 실현은 물론 통일 한국의 미래를 위한 핵심과제임을 환기하고, 지속가능한 협력 모델을 제시했다는 점에서 의의가 있다.
Abstract
This study analyzes North Korea’s maternal and child health (MCH) status and explores inter-Korean cooperation strategies from a collaborative governance perspective. North Korea shows significant gaps with South Korea in key MCH indicators such as maternal mortality ratio and infant mortality rate, performing poorly even compared to global averages. While North Korean laws including the Child Care and Education Law, Public Health Law, and Women’s Rights Protection Law mandate comprehensive MCH services as state obligations, their implementation has been severely limited due to economic hardship and insufficient medical infrastructure. Against this background, this study applies collaborative governance theory to propose inter-Korean MCH cooperation measures. Specifically, it suggests phased implementation of establishing a public-private joint “Inter-Korean MCH Cooperation Organization,” conducting joint surveys, exchanging medical personnel, and supporting facility modernization. This study is significant in highlighting that improving North Korean MCH is not only a humanitarian imperative but also a key task for a unified Korea’s future, while presenting a sustainable cooperation model.
