본 연구는 유엔의 지속가능발전목표라는 국제개발협력의 관점에서 남북한 보건협력을 다시 한 번 고찰하였다. 우선 북한의 자발적 국가 리뷰에 나타난 북한의 보건 상황에 관한 데이터를 정리하였다. 모성과 아동 발달에 관한 지표에서 개선된 모습이 나타났으나 자료의 정확성과 신뢰성에 의문이 존재한다. 본 연구에서는 남북한이 공통적으로 당면한 문제로 건강한 삶과 저출산·고령화를 제시하였다. 그리고 이를 대비하는 남북한 보건협력에 대해 논의하였다. 이 논의는 생명권, 건강권 보장과 함께 지속가능발전의 관점을 취했다. 이에 여성, 아동, 노인을 주요 대상으로 하는 남북한 보건협력의 중장기적 추진전략을 정리하였다. 그 결과, 본 연구에서는 지속성과 일상성을 바탕으로 북한 주민의 건강한 삶과 저출산과 고령화에 대비한 지표체계 수립 제안과 추진 전략을 제시하였다. 또한 유엔의 지속가능발전목표와 연계를 시도하여 지표 중심의 체계적인 협력 가능성을 높였다.
Abstract
This study examines South and North Korean health cooperation once again from the perspective of international development cooperation, which is the UN's Sustainable Development Goals. First, data on the health status of North Korea presented in the voluntary national review submitted by North Korea are summarized. Although there was an improvement in the indicators of maternal and child development, there are questions about the accuracy and reliability of the data. In this study, healthy living and low fertility and population aging were presented as common problems facing South and North Korea. In addition, we discussed inter-Korean health cooperation in preparation for this. This discussion took the perspective of sustainable development along with the right to life and the right to health. In addition, mid- to long-term strategies for inter-Korean health cooperation targeting women, children, and the elderly were discussed. As a result, this study presented a system of indicators and a strategy to prepare for the healthy life of North Koreans, low fertility and population aging based on sustainability and ordinariness. In addition, it attempted to link with the UN Sustainable Development Goals, increasing the possibility of systematic cooperation based on indicators.
