무질서 인식, 범죄 두려움 및 경찰신뢰간의 구조적 관계에 관한 연구

본 연구는 범죄피해 두려움의 설명모델로서 ‘무질서 모형’과 서구중심의 경찰신뢰 모형인 ‘도구적 및 표현적 모형’의 통합적 접근을 통해 한국적 실정에 맞는 경찰신뢰의 구조적 관계를 이론적으로 정립하고, 이와 부합할 수 있는 치안 정책적 함의를 도출하고자 함에 목적을 둔다. 이를 위해 국민생활안전실태조사 자료를 활용하여 본 개념적 모형에 대한 타당성 및 이론적 정합성 등을 알아보고자 분석을 시도했다. 구체적인 분석결과로 우선, 무질서 인식은 개인의 폭력(내적) 및 재산(외적)피해에 대한 두려움에 각각 양적으로 유의한 영향을 주었고 폭력(내적)피해에 대한 두려움에 보다 높은 설명력을 나타냈다. 경찰신뢰에 유효한 영향을 미치는 변인으로는 무질서 인식 및 폭력(내적)피해에 대한 두려움으로 나타났으며 무질서 인식이 약 2.5배 정도 높은 수준의 영향력을 보였다. 나아가 무질서 인식이 경찰신뢰에 미치는 영향에 있어서 총효과, 직접효과 및 간접효과 모두 부적으로 유의하였으나, 재산(외적)피해 두려움의 경우 특정간접효과의 유의성이 나타나지 않았다. 특히, 총효과에서 직접효과의 상대적 영향력이 약 92% 수준으로 나타나 경찰신뢰의 설명요인으로 무질서 인식에 보다 주목할 필요가 있음을 시사했다. 이에 따라, 지역사회의 유대증진 및 비공식적 사회통제와 연계된 경찰운용과 지역 주민간의 집합적 효율성 및 건전한 사회적 자본을 형성시킬 수 있는 치안 정책적 접근이 필요할 수 있음을 보여준다. 이는 최근 정착초기 단계인 ‘자치경찰제’의 지배적 패러다임으로 작용하는 ‘지역사회 경찰활동(Community Policing)’의 전략적 적용 가능성에 있어서 지역 공동체 중심의 단위적 접근을 통한 범죄예방 정책이 경찰신뢰의 제고를 위한 전략적 경찰 운용원리가 될 수 있음을 시사했다.
Abstract
This study aims to theoretically establishes the structural relationship of police trust suitable for the Korean situation through an integrated approach of the 'disorder model' as an explanatory model of fear of crime damage and the 'instrumental and expressive model', which is a western-oriented model of police trust and to derive the implications of public safety policy that can be in line with this. To this end, an analysis was attempted to find out the validity and theoretical consistency of this conceptual model by using the data of the Safety of People's Daily Life Survey. As a result of the specific analysis, first of all, disorder percepion had a significant positive effect on individual fear of violence (internal) and property (external) damage respectively, and showed higher explanatory power for fear of violence (internal) damage. Variables that have a valid effect on police trust were disorder perception and fear of violence (internal) damage, and disorder perception showed a level of influence about 2.5 times higher. Furthermore, total, direct, and indirect effects were all negatively significant in the effect of disorder perception on police trust, but in the case of fear of property (external) damage, there was no significance of specific indirect effects. In particular, the relative influence of the direct effect in the total effect was about 92%, suggesting that more attention should be paid to the disorder perception as an explanatory factor for police trust. Accordingly, it shows that police management linked to community ties and informal social control, as well as a public safety policy approach that can create collective efficiency and sound social capital among local residents, may be needed. This suggests that crime prevention policies through a community-centered unit approach can be a strategic police operation principle to enhance police trust in the strategic applicability of "community policing" that acts as the dominant paradigm of the "autonomous police system", which is in the early stages of settlement.
