본 연구는 무질서에 대한 인식과 범죄두려움 간의 인과관계를 규명하여 올바른 정책수립에 기여하고자 했다. 이를 위해 2012년과 2014년 전국범죄피해조사 자료를 시군구 단위로 통합하여 양 시점 패널자료를 구축하고 교차지연 패널모형을 분석하였다. 전반적으로 우리 국민의 범죄두려움과 무질서 인식, 직․간접 범죄피해는 감소추세에 있는 반면, 사회통제(사회통합)에 대한 긍정적 인식은 점차 증가하는 양호한 흐름을 보였다. 그런데 교차지연 패널모형 분석 결과, 범죄두려움은 무질서 인식 때문에 증가하는 것으로 드러났다. 반대로 범죄두려움이 무질서 인식을 증가시키지는 못했다. 통제변수들의 영향까지 고려하면, 주민들 간의 유대강화와 경찰활동에 대한 신뢰도를 향상시키는 것이 무질서 인식을 완화시켜 결국 범죄두려움 감소로 이어질 수 있는 효과적인 방안으로 판단되었다. 따라서 정책적 차원에서 적극적이고 지속적인 지역사회경찰활동을 통해 자발적이고 긍정적인 민관협력체계를 구축해나가는 것이 필요해 보였다. 시군구 통합으로 인해 사례수가 충분하지 않은 점, 통제변수들이 무질서 인식과 범죄두려움에 미치는 영향을 동일 시점에서 관찰한 점 등 한계가 있었지만, 본 연구는 무질서 인식과 범죄두려움 간의 상호효과를 실증적으로 검증한 국내의 선구적 시도라는데 의의가 있다. 향후 양방향 인과관계가 고려되는 분야에서 본 연구와 같은 종단 연구가 활성화되길 바란다.
Abstract
This study aimed to examine the recursive causal relationship between perceived disorder and fear of crime. To this end, the Korean crime victimization survey data of 2012 and 2014 were merged into a macro-level dataset of city and county, or Si-Gun-Gu in Korean, which in turn was fitted into two-wave cross-lagged panel model. There seemed to be an overall trend that fear of crime, perceived disorder, and direct & indirect victimization decrease, whilst perception on informal social control (i.e., social bond, willingness to intervene) and policing get better. Results of the cross-lagged panel model showed that perceived disorder increases fear of crime, not vice versa. Considering the positive (decreasing) effects on perceived disorder of neighborhood tie and trust in policing, causal paths of strong social bond and police credibility - low perceived disorder - low fear of crime were highly plausible. Hence, an active and consistent long-lasting community policing strategy needs to be implemented to establish a strong cooperation system among residents, police, and local governments. Notwithstanding a few limitations like the small sample size, this study could find its own value in that it was one of the first attempts to examine the reciprocal effects between perceived disorder and fear of crime using a panel model, which is expected to foster longitudinal studies in Korean contexts.
