이 논문은 경기도내 31개 시 및 군의 상대적 능률성을 자료포락분석(Data Envelopment Analysis, DEA)기법을 적용하여 비교 분석한다. DEA는 자치단체의 능률성 측정에 있어서 다수의 투입물과 산출물(multiple inputs and outputs)을 모두 고려 할 수 있다는 장점이 있다. 주민수별 능률성 평균비교 분석결과 자치단체 주민수가 30만~60만 미만 수준의 자치단체가 가장 능률성이 높은자치단체군으로 분석이 되었다. 재정자립도가 높을 수록 능률성이 높은 것으로 나타났으며, 이와는 반대로 재정자립도가 낮을수록 자치단체의 능률성이 떨어지는 것으로 분석이 되었다. 주민1000명당 공무원 1명~3명 미만의 자치단체에서 가장 높은 능률성지수가 나왔으며. 공무원수가 3명 이상부터점진적으로 감소하는 것으로 분석이 되었다. 주민 1000명당 공무원의 숫자가 적으면 적을수록 자치단체 능률성이 높다라는 의미는 현재의 공무원 인원을 감축 할 필요가 있음을 시사하고 있는 것이다.
Abstract
This paper attempts to compare the efficiencies of 31 cities and counties in Gyeonggi Province utilizing data envelopment analysis (DEA) with a sample of 31 localities. Traditional performance indicators expressed as ratios are helpful in accessing individual aspects of performance. However, different indicators often present different views of performance and provide little indication of overall performance. Data Envelopment Analysis (DEA) is a relatively new “data oriented” approach for evaluating the performance of a set of local governments. The results of the DEA indicates that the efficiencies of some localities are lower in comparison with those of other reference group in terms of population size, the numbers of public servants, and the level of financial independence rate. The implications of the research results are that some localities need to decrease the numbers of public servants and increase the level of financial independence rate to become more efficient.
