지방 재정지출의 효율성에 관한 연구: 충청북도 시·군을 중심으로

본 연구의 목적은 충청북도 내 11개 기초자치단체의 재정지출과 그에 따른 산출물 사이의 상대적 효율성을 분석하고 이를 제고시키는 방안을 모색하는데 있다. 이를 위해 DEA분석 방법 중 CCR모형과 BCC모형을 사용하여 2010년과 2014년의 효율성을 비교 분석하였다. 또한 횡단면적 분석이라는 CCR모형과 BCC모형의 한계점을 보완하기 위해 추가적으로 DEA / WINDOW 분석을 활용하여 2010년부터 2014년까지의 연도별 효율성의 변동, 추세, 안정성 등을 분석하였다. 분석결과를 살펴보면 첫째, CCR모형에서는 2010년에는 충북지역 11개 기초자치단체 중 8개 시·군이 효율적인 것으로 나타났으며, 2014년에는 9개 시·군이 효율적인 것으로 나타났다. 둘째, BCC모형에서는 CCR모형보다 비효율적인 시·군이 줄어들었다. 이러한 결과가 도출된 이유는 순수 기술적 효율성은 1로 나왔지만 규모 효율성이 1보다 작게 나타나 전체적으로 비효율로 평가되었기 때문이다. 셋째, DEA / WINDOW 분석결과 청주시 등 6개 시·군의 효율성은 연도별로 안적정인 것으로 나타났으나 나머지 시·군의 경우 하락이 지속되거나 하락 후 반등한 모습을 보여주는 것으로 나타났다. 이러한 분석결과를 토대로 각 기초자치단체는 주민에게 더 좋은 공공서비스를 제공할 수 있도록 타 기초자치단체의 벤치마킹, 재정의 유연성 제고 등의 노력을 기울여 효율성을 높을 수 있도록 노력해야 할 것이다.
Abstract
This study aims to analyze the relative efficiency between the expenditures of 11 basic local governments in Chungcheongbuk-do and products according to that and to seek a measure for the promotion of it. For this purpose, this study compared and analyzed the efficiency in 2010 and 2014, using a CCR model and a BCC model of the DEA analysis method. In addition, in order to make up for the limitation of the CCR model and the BCC model that they cannot but assess the cross-sectional area efficiency, this study analyzed the fluctuation, trend and stability of the efficiency from 2010 through 2014, additionally, utilizing DEA / WINDOW analysis. To examine the results of the analysis, first, it turned out that, in the CCR model, eight cities and counties were efficient among the 11 basic local governments in the Chungbuk area in 2010 while nine cities and counties were efficient in 2014. Second, in the BCC model, the number of inefficient cities and counties decreased from that in the CCR model. This result was drawn because the pure technical efficiency was 1, but the scale efficiency was less than 1, and overall, they were evaluated inefficient. Third, as a result of the DEA / WINDOW analysis, the efficiency of six cities and counties, including Cheongju City turned out to be stable each year, but that of the rest of the cities and counties continued to decline or declined and then rebounded. Based on these results of the analysis, each basic local government should make efforts to increase efficiency, bench-marking other basic local governments and promoting financial flexibility, so that it can provide better public services for residents.
