장애인 당사자의 고용정책 체감도와 정책수단 유형간 탐색적 연구 : 제5차 장애인고용촉진 기본계획을 중심으로-

본 연구는 장애인고용정책 수요자인 장애인 당사자의 정책체감도를 분석·제시하고 정책결과에 영향을 미치는 정책수단 유형과 체감도와 관계를 탐색하여 효율적인 장애인고용정책설계에 정책적 함의를 제공하는 데 일차적 목적이 있다. 이를 위해 2018년부터 2022년까지 5년간 집행된 제5차 장애인고용촉진정책을 대상으로 한국장애인고용공단에서 구축한 체감도 데이터와 제5차 장애인고용촉진정책의 정책수단 유형을 분석한 선행연구의 결과를 활용하여 총 46개 장애인고용 세부 정책의 체감도와 정책수단 유형과의 관계를 분석하였다. 주요 결과는 다음과 같다. 첫째 장애인 당사자가 인식한 제5차 장애인고용정책의 체감도는 실증적으로 낮게 나타났으며, 46개 정책 중 상대적인체감도가 가장 낮은 정책은 ‘공공훈련기관 역할강화’로 분석되었다. 둘째, 중요도와 실행도에 기반한 IPA분석을 통해 우선적으로 집중적인 개선노력이 필요한 10개 정책을 도출하였다. 셋째, 정책수단 유형과 정책체감도간의 관계 탐색을 통해 정부·공공기관이 직접 수행하는 직접성이 높은 정책수단 유형이 장애인당사자의 정책체감도를 높이는 것을 실증적으로 확인하였다. 이를 통해 향후 장애인고용정책 설계시 의무고용제도의 지속적인 강화, 공공 직업훈련 정책 마련, 정부주도의 직접성이 높은 정책수단 활용 등 책임성 있는 정책수행을 제언하였다.
Abstract
The primary objective of this study is to analyze the policy perception of persons with disabilities(PWD), who are the consumers of employment policy for PWD, and to explore the relationship between the types of policy instruments and their perception. The goal is to provide implications for effectively designing employment policies for PWD. To accomplish this, we utilized data on policy perception collected by the Korea Employment Agency for PWD regarding the 5th Disability Employment Promotion Policy, which was in effect from 2018 to 2022. The study analyzed the relationship between the perceptions of 46 specific policies and the types of policy instruments, utilizing insights from previous research. The main findings are as follows: First, the perception of PWD regarding the 5th Disability Employment Policy was empirically low. The policy 'Enhancement of Public Training Institutions" was found to have the lowest level of perception among the 46 policies. Second, ten policies requiring focused improvement efforts were identified through IPA analysis, based on importance and feasibility. Third, an exploration of the relationship between types of policy instruments and policy perception confirmed that policy instruments with a high degree of directness positively impact the policy perception of PWD. Based on these findings, recommendations have been made for future disability employment policy design, including the continuous strengthening of mandatory employment systems, the development of public vocational training policies, and the utilization of government-led, highly direct policy instruments to ensure responsible policy implementation.
