Abstract
This article traces conceptual history of sovereignty and history of its graduation in the post-Cold War world. For sovereignty, while central to the conceptualization of modern statehood, has gone through multiple instances of mutations and transformations in complex interactions with other modalities of power. It is then necessary to inquire into the processes of the construction of sovereignty both in intellectual and material dimensions; into how sovereignty and its relationship with the nation states underwent changes in two World Wars and the Cold War; and into how new problematiques like collective security, economic globalization and environmental politics have transformed the effects of sovereignty. The article pays special attention to Foucault’s neologism, governmentality, because the changes in the locus, function, and effects of sovereignty may reflect the change in the particular arrangement of modalities of power that had been represented by the nation-states, amounting to a transnational turn of sovereignty.
