Abstract

The purpose of this study is to analyze historical developments and changes of national sovereignty, to explain the characteristic phenomena of international society in interrelations among nations, and to establish the new concept of national sovereignty in the globalization age. Since the treaty of Westphalia has been established, the state-centric perspective based on nation-states and sovereignty was a dominant paradigm in international society. This traditional paradigm permitted a territorial boundary of nation-states for national interests and security. But, along with renovation of technology and rapid changes of international relations, it is necessary to understand world politics in a new perspective. Because international society is integrating to a commonwealth and free market system with interdependence. Goods, capital, labour and technology are moving over territorial boundaries of nation-states. While globalization is deepening, national sovereignty and governmental functions are restricted. International projects and global issues such as human rights and environmental problems are raised. It is necessary that nation-states cooperates each other. Also, the roles of international regime and NGO as important actors are increasing. National sovereignty is restricted by centralization and de-centralization trends. On the one hand, along with globalization, centralization resulted in internationalization of capital and finance, expansion of free market, increase of multinational and transnational cooperations, etc.. On the other hand, de-centralization resulted in subgrupism, nationalism, religious fundamentalism, etc.. In conclusion, despite national sovereignty is weakened, nation-states is an important actor for multilateral cooperations in international affairs. Nation-states is still a useful instrument for analyzing international issues.
