Abstract

This article aims to critically evaluate global refugee politics through the perspective of governmentality. This article first points out that the international refugee regime has been operating based on charity paradigm from its beginning. Then, it examines the critical changes in the landscape of refugee politics that occurred since the 1980s, focusing on two aspects in particular – neoliberal rationality and securitization. In this context, the article also explains various technologies of government in terms of deterrence strategies and humanitarian government. Then, it points out that the issue of refugee protection has increasingly become technical problems to be solved, resulting in the problem of de-politicization. The article also emphasizes that the overall pattern of global refugee politics had a serious negative impact on the political leadership of the UNHCR. Lastly, after briefly examining the impact of the COVID-19 pandemic on refugee politics, the article stresses that the core of equitable responsibility sharing of international society lies in the creation of enough political will on the part of each state to protect refugees.
