Abstract
This article will examine the establishment of gender and racial order in early colonial Algeria, and the inevitable issue of Muslim women in the Algerian women's suffrage movement of the 1930s. In late nineteenth-century Algeria, the “colonial state” cultivated an educated indigenous elite of collaborators and workers and reshaped a number of sub-populations in order to grow its rule through education, medicine, health, and other means, and to racially homogenize and unify a mixed population (une population hétéroclite), it encouraged the migration of settler women of European descent and intervened in their lives for the purposes of “population growth” and family management. On the other hand, sexual contact and marriage with Muslim women was taboo, reinforcing the racial order. Women were an important tool for France to establish its identity as a dominant power based on its “civilizing mission” and to construct a racism that justified its colonial exploitation. Algeria was dominated by a Mediterranean patriarchal culture and Arab-Muslim civilization. In this context, the demands of Algerian feminists were often in conflict with male power, but they were also in competition with indigenous men and women. Feminism in the metropolis was insensitive to Algeria's gendered and racial order and more passionate about its “civilizing mission,” and the “emancipation of Muslim women” brought it into conflict with Algerian feminists. We will examine the practical challenges faced by French feminists, European women in Algeria, and Muslim feminists in the suffrage movement, which stemmed from colonial racial and gender orders.
