본 논문은 신자유주의 하의 축적체제 위기와 그에 따른 세계질서의 위기 속에서 유럽 각국에서 부상한 극우 세력 가운데 네오파시즘을 계승한 이탈리아의 형제들을 분석한다. 이 정당의 사례는 현재의 위기 국면에서 극우 세력이 정치적‧문화적 전략을 통해 정당성을 주장하고, 민주주의 체제 내부에서 헤게모니 획득을 시도하는 방식을 나타낸다. 이탈리아의 형제들은 창당 초기에는 전반적으로 보수 우파에 근접한 이념적 윤곽을 지녔으나, 곧 유럽회의주의, 원주민주의, 쇼비니즘, 권위주의, 반이민, 인종혐오, 반이슬람 등 극우적 구호를 선명히 드러내며 2022년 집권에 이르렀다. 이 정당의 정치적 성장은 단순한 인민주의적 선동으로만 설명될 수 없다. 특히 이들이 집권 이후 대중의 동의를 확보하고, 극우 이념이 수용될 수 있는 문화적 환경을 조성함으로써 헤게모니를 구축하려는 전략적 시도에 주목할 필요가 있다. 이탈리아의 현직 문화부 장관 알레산드로 줄리는 좌파의 상징인 안토니오 그람시의 이름을 원용하여 문화의 중립화를 주장하고, 이를 통해 우파의 문화적 정당화를 도모한다. 또한 이탈리아의 형제들 당수이자 총리 조르자 멜로니는 이탈리아 현대사의 기억 공간에 개입함으로써, 파시즘에 대한 역사적 낙인을 지우고 과거의 의미를 재구성하려는 시도를 한다.
Abstract
This paper examines Fratelli d’Italia(FdI), a successor to Italian neo-fascism, as a case study of the far-right emerging amid the crisis of neoliberal accumulation and the ensuing instability of the world order. The case of FdI illustrates how far-right movements seek to legitimize themselves and to construct hegemony within democratic regimes through political and cultural strategies. Initially, FdI presented an ideological profile close to that of traditional conservatism. However, it soon adopted a distinctly far-right discourse marked by Euroscepticism, nativism, chauvinism, authoritarianism, anti-immigrant and anti-Islamic rhetoric, ultimately achieving power in 2022. Yet its political growth cannot be explained merely by populist agitation. Rather, the party’s strategic efforts to secure popular consent and to create a cultural environment receptive to far-right ideology reveal its pursuit of hegemonic leadership. Alessandro Giuli, the current Minister of Culture, has invoked the name of Antonio Gramsci—an emblematic figure of the Italian Left—to advocate for the neutralization of culture and thereby normalize right-wing cultural legitimacy. Likewise, Giorgia Meloni, party leader and current Prime Minister, has intervened in the politics of memory by reshaping sites of historical remembrance in contemporary Italy in an attempt to blur the stigma of fascism and reconstruct the meaning of the nation’s past.
