Abstract

The right-wing coalition government led by Giorgia Meloni, which took office in October 2022, is demonstrating strong support as it approaches the three-year mark of its term. Given that the average lifespan of Italian governments in post-war political culture has been less than a year, there has been speculation on whether the government will be able to complete its five-year term. This paper aims to analyse the secrets behind the Meloni government's sustained support, the potential issues that may arise in the process, and the three major reform tasks requiring constitutional amendments from the perspective of political change. The study found that while the Meloni government's support base remains largely stable, signs of significant cracks and conflicts persist over time. Uncertainties surrounding the success of constitutional reform through a referendum and resistance to the gradual implementation of right-wing policies are among the factors contributing to instability. The key factor is economic indicators. If sustained growth rates, low inflation and unemployment rates, and stable management of government debt are achievable, the likelihood of the government completing its term successfully increases despite the aforementioned uncertainties. In this process, the appropriate use of the European Union's next-generation fund is expected to serve as a lever for the Meloni government.
