유럽에서 포퓰리즘과 극우 세력의 신장은 최근 대부분의 국가에서 목도되고 있는 정치사회현실이다. 이 논문은 이탈리아 사례를 분석하면서 세계화와 신자유주의 과정에서 자신의 위상이 훼손되었다는 인식을 가진 자들이 지지하는 극우와 포퓰리즘 정당들의 사회적 배경을 통해 과연 이들 정당의 장기적 전망이 가능한지를 알아보고자 하였다. 또한 이탈리아의 현상이 유럽 전반으로 확산되어 일반화될 수 있는 가도 중요한 이론적 전망이다. 연구를 통해 극우와 포퓰리즘 정당들의 지지도는 시간에 따라 부침이 있어 중장기적 전망을 단언하기 어려우나 이탈리아형제당의 사례는 결론을 유보하게 만들고 있다. 그리고 이탈리아 현상의 유럽화는 어느 정도 동의할 수 있는데, 다만 민주주의 대 독재주의라는 새로운 이념 및 체제 경쟁에서 누가 더 효율적인가를 기준으로 본다면 글로벌 사우스의 등장과 다극체제의 관점에서 살펴보아야 한다는 조심스러운 결론을 내리고 있다. 따라서 중기적 관찰을 통해 이들 가설들에 대한 보다 명확한 검증이 가능하리라 기대된다.
Abstract
The rise of populist and far-right forces in Europe is a political and social reality that has been witnessed in most countries in recent years. This paper analyses the Italian case to explore the long-term prospects of far-right and populist parties, which are supported by those who perceive their position to have been undermined by globalisation and neoliberalism. Another important theoretical question is whether the Italian phenomenon can be generalised to the rest of Europe. Our research unveils that the popularity of far-right and populist parties fluctuates over time, making it difficult to conclude on their medium- to long-term prospects due to electoral volatility, but the case of the Brothers of Italy leads us to reserve judgement. And while we can agree with the Europeanisation of the Italian phenomenon to a certain extent, we are cautious to conclude that it should be viewed in the context of the rise of the Global South and the multipolar system, in consideration with who is more effective and provides better governance in the ideological and regime competition of democracy versus autocracy. Medium-term observations will provide a clearer test of these hypotheses.
