IPA, Borich, Locus for Focus
Abstract
This study analyzed how elementary school teachers’ experience with blended learning influences their perceptions of the importance and performance of competencies required in the intelligent information society. A nationwide survey of 205 elementary school teachers was conducted, categorizing them into high- and low-experience groups based on their level of blended learning implementation. Fourteen teacher competencies—across the domains of foundation, design, implementation, and assessment—were evaluated using the Importance-Performance Analysis (IPA) matrix, Borich Needs Assessment, and the Locus for Focus model. The findings revealed that teachers’ blended learning experience significantly shaped their perceptions of essential competencies. For the high-experience group, facilitation and professional development were identified as priority areas for improvement, reflecting a need for advanced professional growth. In contrast, the low-experience group demonstrated high-priority needs in learning outcome assessment and data-based learner diagnosis, indicating foundational gaps in evaluative skills. These needs were consistently highlighted through both the Borich analysis and the Locus for Focus model. The results underscore the importance of differentiated professional development: novice teachers require foundational support in assessment and data utilization, while experienced teachers benefit from advanced training in instructional design and implementation. Accordingly, the development of customized competency enhancement strategies tailored to teachers’ varying levels of blended learning experience is essential for effective and targeted professional learning.
