일본은 여전히 ‘반응형 국가’인가? : 아베 내각에서 나타난 일본외교의 변화와 연속성

일본은 아베 총리의 장기집권 아래 정책의 안정화와 구체성을 더해가고 있으며, 강력한 추진동력을 바탕으로 정책의 연속성을 꾀하고 있다. 그 중에서도 특히 외교분야는 아베 내각에서 강력한 외교력을 과시하고 있다. 이러한 양상은 과거 일본외교가 ‘반응형 국가’로 설명되던 것과 다른 의미로 해석된다. 따라서 이례적으로 장기화되는 아베 내각 하에서의 일본외교는 기존까지 일본외교의 특성을 설명하는 것을 보완하는 새로운 설명을 요구한다. 이에 본 연구에서는 기존의 일본외교를 설명하는 이론적 분석틀에 보완적 설명틀을 제시한다. 그리고 제1차 아베내각에서 2,3,4차에 이르기까지 아베 수상의 소신표명연설과 시정방침연설 중, 외교 분야를 종합 검토함으로써 아베 내각의 대외인식과 전략의 특징을 알아본다. 나아가 구체적인 사례로서 아베 내각에서 중점적으로 추진하고 있는 ‘자유롭고 열린 인도-태평양’ 전략을 통해 일본외교의 특징이 실제 외교전략에서 어떻게 나타나는지 알아보고자 한다. 연구결과, 아베 내각에서의 일본외교는 외교정책 수립의 배경과 목표는 대내외적 위기에 대한 ‘반응적(reactive)’ 형태로 나타난다는 것을 알 수 있었다. 하지만 그 추진방법은 과거 대미의존적인 성향을 넘어, 일본을 중심으로 한 각 국가들과의 양자관계를 강조하는 등 ‘주체적(independent)’인 특성을 강조하고 있음을 알 수 있다. 또한, 사례를 통해 알 수 있듯이, 외교전략의 대상과 범위는 표면상으로는 ‘포괄적인(inclusive)’ 양상을 보이지만, 실질적으로는 ‘배타적(exclusive)’특성을 가지고 있다고 볼 수 있다.
Abstract
Japan’s policy stability has been significant under Abe's long-term rule as it remains coherent and consistent based on Prime Minister Abe’s political belief and inclination. Owing to that, the Japanese diplomacy, which was once considered weak due to a frequent replacement of prime ministers, now indicates its strength on diplomatic prowess under the Abe administration. Japanese diplomacy had traditionally been explained through the ‘reactive state’ theory. However, the above mentioned elements of the Japanese diplomacy calls for a new explanation that complements the theory. Therefore, this study presents a supplementary explanatory framework for the theoretical analysis of the Japanese diplomacy. Also, it focuses to point out the characteristics of Abe's perspective on foreign policy and strategy by reviewing his statements and speeches including those from his first term. Especially, it looks further into the "Free and Open Indo-Pacific (FOIP)" initiative and attempts to extract the new characteristics of Japan’s diplomatic strategy through the observation. In short, the study clarifies the background and goals of foreign policy of the Abe administration which, at a glance, makes it look "reactive" against the internal struggles and external threats. However, through the findings it becomes obvious that what’s more significant is the administration’s substantial emphasis on bilateral relationships with nations other than the U.S. Moreover, it reveals, through the analysis on FOIP, seemingly ‘open’ and ‘inclusive’ nature of Japan’s value diplomacy is really ‘closed’ and ‘exclusive’ in substance based on a view peculiar to Japan’s values and its diplomatic goals.
