자율형 사립고등학교 지정 확대가 고교유형 간 학업성취 격차에 끼친 영향

Effects of Autonomous Private High School Expansion on Achievement Gap between Students of Different Types of High Schools

본 연구는 서울교육종단연구(SELS) 1차년도 및 4차년도 데이터를 사용하여 자사고 지정 확대가 상이한 유형의 고등학교에 진학한 학생들 간 학업성취 격차의 변화에 끼친 영향을 살펴보고자 수행되었다. 이를 위해 반복 횡단면 자료를 이용한 이중차분법을 사용하였다. 분석 결과, 성별, 중학교 3학년 시기 학업성취, 부모 교육수준, 부모 기대교육수준이 특목고/자사고 진학 가능성과 밀접하게 연관되어 있고, 고교선택 시 학교 특성을 우선적으로 고려하는 학생의 특목고/자사고 진학 가능성이 높았다. 다음으로 자사고 지정 확대 이전이나 이후 모두 일반고에 진학할 개연성이 있는 집단(비활용집단), 자사고 지정 확대 이전에는 일반고에 진학하지만 지정 확대 이후에는 특목고/자사고에 진학하는 집단(기회순응집단), 해당 정책과 무관하게 특목고/자사고에 진학할 경향이 있는 집단(항시선택집단)으로 구분하여 자사고 지정 확대에 따른 교육격차 변화를 살펴보았다. 그 결과, 특목고/자사고 진학을 선택한 학생들이 일반고 학생들에 비해 학업성취도가 높았는데, 이 같은 학업성취 격차는 대부분 상이한 유형의 고교에 재학 중인 학생들의 가정배경 차이에 의해 설명되는 것으로 나타났다. 이는 특목고/자사고가 일반고에 비해 갖는 학업성취에서의 우위가 주로 선발효과에 기인하고 있음을 보여준다. 한편 자사고 지정 확대는 특목고 및 일반고의 학교 간 편차가 심화되는 결과로 이어진 것으로 나타났다. 이러한 분석결과를 바탕으로 정책적 시사점을 간략하게 논의하였다.

Abstract

Drawing on first and fourth wave data from Seoul Education Longitudinal Study(SELS), we examined the effects of autonomous private high school expansion on the achievement gap between students of different types of high schools, using difference in differences(DID). Results showed that gender, previous academic achievement, parental education, parental expectation for student’s educational attainment are closely related to student’s likelihood of attending a special-purpose high school or an autonomous private high school. In addition, the more a student considered the characteristics of a good school, the more likely she/he was to attend the schools listed above. Next, we compared the pre-expansion cohort and the post-expansion cohort in order to identify those who would attend a special-purpose high school or an autonomous private high school because of the expansion but would not otherwise (compliers). We, then, compared changes in compliers’ academic achievement with changes in academic achievement of two control groups (i.e. always-takers and never-takers). We found that students from special-purpose high schools and autonomous private high schools showed higher achievement than those students from general high schools, which was mostly explained by differences in family background between those students attending different types of high schools. We also observed that the qualitative differentiation occurred among the individual special-purpose high schools and general high schools following the expansion of autonomous private high schools. Based on the results, we discussed briefly policy measures for bridging the achievement gap.
