수출주도형 국가의 경제성장과 수입: 한국의 사례

경제개방과 성장에 관한 기존 연구의 대부분은 수출의 역할 규명에 초점을 두고서 수출이 경제성장을 촉진하는 주요 견인차라는 점을 강조하고 있으며 한국경제의 성장에 관한 기존 연구도 마찬가지이다. 기존의 연구가 안고 있는 한 가지 문제는 무역과 성장간 관계에서 수입이 차지하는 역할, 특히 수출지향적 성장방식을 추구하지만 실물자본이 부족한 국가의 성장에서 수입자본재가 차지하는 역할을 간과하고 있다는 점이다. 본 논문에서는 수입이 더 중요한 역할을 한다는 전제하에서 실물자본이 부족한 한국경제의 성장과정에서 수입 자본재가 어떠한 역할을 했는가 하는 점을 실증적인 측면에서 분석하였다.주요한 결론은 두 가지이다. 첫째, 수입자본재 투자율은 취업자 일인당 경제성장률에 통계적으로 유의한 정의 영향을 미치고 있다. 반면에 국내자본재 투자율은 통계적으로 유의성도 없을 뿐만 아니라 성장률을 낮추는 부정적 영향을 미치는 경우도 있었다. 둘째, 수입자본재 투자율이 미치는 영향을 주어진 것으로 간주할 때 수출이 성장률에 미치는 영향은 통계적 유의성도 없으며 부의 영향을 미치는 경우가 많았다. 이러한 결과는 한국에서 경제개방을 통한 성장증대 효과가 경제 선진국의 효율적 기술이 내재된 자본재 수입을 통해 나타나고 있으며 수출이 아니라 수입자본재 투자가 성장의 견인차 역할을 해왔음을 시사한다.
Abstract
The potential effects on growth of openness come from the two sides of trade: exports and imports. Previous literature on the relationship between openness and growth has stressed the positive effects of export in economic growth. However, this line of research fails to notice the important role of imports in economic growth of a country, especially in an export-led, but capital-deficient economy. The purpose of this paper is to investigate empirically the role of imported capital goods investments in Korea's economic growth. Key findings are twofold. First, the effects on growth rate of imported investment rate are positive and significant, but those of domestic investment rate are insignificant. Second, the effects of exports on growth rate are insignificant when the imported investmnet rates are controlled. These results suggest that, in Korea, growth-enhancing effects of openness come from the imports of advanced-technology-embodied capital goods and the imported capital goods investments rather than exports are the engines of growth.
