中国FDI利用质量的决定因素研究

중국의 외국인 직접투자의 이용효율성실증분석의 연구결과와 달리 본연구에서는 이용효율성실증분석을 위한 결정요인을 연구하는데 주요목적이 있다. 외국인 직접투자이용질량이라고 표현한 것은 이용효율성을포함하는 광의의 개념이기 때문이다. 이와 같은 연구목적하에 주성분분석과 회귀분석을 상호연계하여 외국인 직접투자이용질량의 결정요인을분석하고자 하였다. 실질적으로 외국인 직접투자결정요인등에 대한 연구나 혹은 외국인 직접투자의 이용효율성평가와 관련된 연구는 상당수진행되었으나, 그 이용질량의 평가를 위한 결정요인을 선별하기 위한 연구는 매우 제한적이다. 따라서 본 연구에서는 중국의 외국인 직접 투자이용질양의 결정요인지표분석측면에서 모든 관련된 지표를 양적으로 환산하여 PCA모형과 OLS모형을 사용, 외국인 직접투자이용질량분석에 필요한 결정요인에 대하여 실증연구를 진행하였다. 본 연구결과에 따르면 첫째, PCA모형방법론에 의한 결정요인연구에서는 크게 6개 대분류지표가 영향을 미친 것으로 나타났는데, 경제성장효과, 무역확대효과, 공업구조조정효과, 취업과소득효과, 재정수입효과,기술전파효과 등이다. 구체적인 결정요인에 영향을 미친 지표로는 외국인 투자기업의 고정자산투자율, 외자투자율, 외자도시고정자산투자율등 29개 지표가결정요인에 영향을 미친 것으로 나타났다. 둘째, OLS 분석방법에 따르면 중국의 외국인직접투자이용질량에 영향을 미친 결정요인으로는 무역확대효과, 공업구조조정효과, 재정수입증대효과 등으로 확인되었는데, 구체적으로는 외국인 투자기업의 수출입규모, 외자기업소득세, 부가가치세 등의 중국세수공헌정도등의 지표들이다. 종합적으로보면 중국의 외국인직접투자이용질량은 높지 않은 것으로 분석되었는데, 특히 경제성장에 있어서 취업률제고와 기술제고측면에서의 기여는차이가 큰 것으로 확인되었다. 따라서 향후중국의 외국인 직접투자효율성제고와 관련되어서는 그 효율성제고를 위한 관리시스템의 개선이 매우 중요하다. 본 연구에 따르면 외국인 직접투자이용효율성을 분석하기 위한 결정요인과 관련된 지표를 더욱 세밀하고 정밀하게 활용할 필요가 있으며,이를 위해서 관련통계에 대한 재조정과 세분화가 필요하다고 할 수있다.
Abstract
This paper analyzes on the determinants of utilization efficiency ofFDI in China which is different from previous study like an analysis onthe utilization efficiency of FDI. But also this research is different froman analysis on the determinants of introduction of foreign capital asmany papers have studied. It is verified that the contribution rate of FDI to the export trade inChina was more than 50% during the past decade, annual contributionrate to the tax revenue and industrial structure of China wererespectively 14.6% and 11.8%, and the annual direct contribution rateto the economic growth in China was in the level of 1%, while FDI canobviously take spillover benefits to the raise of numbers of employment,wages and technologies. So how to evaluate the determinants ofUtilization Efficiency of FDI in China became one of main issues in theeconomic analysis. This article focuses on empirical evaluations about the determinantsof Utilization Efficiency of economic benefit, technological spillover,industry restructuring, employment and tax revenue of FDI in China. This analysis is based on PCA and OLS theory through using theChinese national data. First, it is used PCA to identify the mainindicators of FDI utilized effectiveness; but also it is tried to evaluate thedeterminants of FDI utilized effectiveness by using OLS method based on these indicators. As a result, it is verified that the main effectingfactors to the determinants of Utilization Efficiency of FDI in China asfollows: increasing trade volume, industrial restructuring, fiscal revenueincrease etc. Finally, it is needed that existing national economy data should bedepartmentalized and reorganized in order to analyze more deeply thedeterminants of utilization efficiency of FDI in China.
