외국인 직접투자가 중국 산업의 녹색총요소생산성에 미친 영향

본 연구에서는 중국에 대한 외국인직접투자(FDI)가 중국 산업의 생산성에 어떤 영향을 미쳤는가를 환경오염문제를 고려하여 분석하였다. FDI로 발생한 환경문제를 고려하지 않으면 외국인투자가 중국 경제에 미친 기여도가 과대평가될 가능성이 높기 때문에 이러한 시도는 꼭 필요하다. 본 연구에서는 이를 위해 녹색총요소생산성을 계산하고 그 결과를 이용하여 수평적, 수직적 기술파급효과를 분석하였다. 중국의 38개 제조업 산업을 대상으로 2003～2011년 패널 데이터를 이용하여 Malmquist 지수와 ML(Malmquist-Luenberger)지수를 계산하여 제시하였고 이지수를 몇 가지 변수에 대해서 회귀분석하였다. 그 결과, 환경문제를 고려하지 않을 경우에는 FDI가 중국 산업에 음(-)의 방향으로 수평적 기술파급효과를 미친것으로 나타났지만, 환경문제까지 고려한 녹색총요소생산성에 대해서는 유의한영향을 끼치지 않은 것으로 나타났다. 이러한 결과로부터 많은 우려와는 달리 중국에서의 외국인 투자기업들의 활동이 중국의 환경에 부정적 영향을 끼친 것은아니라고 해석할 수 있다.

Abstract

With the development of Chinese reform and opening up, foreign direct investment(FDI) has become one of the most important national phenomena of the sustainable development in China. FDI has not only led to the rapid development of Chinese economy, but also given opportunities to Chinese enterprises to learn the advanced technology and management skills. However, we cannot ignore the negative impact of FDI on Chinese economy such as pollution to the environment. In this paper, we look into the relationship between FDI and the Green Total Factor Productivity(GTFP) to analyze the impact of FDI on China's sustainable economic development. We estimated GTFP by calculating the Malmquist-Luenberger index and regressed it on some explanatory variables. We found that there were significant and negative effects on the firms in the same industry. We might call this negative Horizontal spillover effect. But this effect was not shown when we include environmental problems. This might mean that, on the contrary to the general concerns, FDI does not give rise to the negative effects on the environmental aspect of Chinese firms.
