국민연금법 개정안 평가 및 연금정치

2003년부터 논란을 거듭하던 국민연금법 개정이 마무리되었다. 정부가 애초 설정했던 재정안정화 목표가 상당히 달성되고, 기초노령연금이 부분적으로 도입되었다. 하지만 이 과정에서 국민연금에 대한 국민의 불신이 깊어지고 여기에 기댄 정치권의 부정적인 연금정치가 행해졌다. 정부는 재정안정화를 위하여 과도한 미래 재정불안을 부추겼고, 한나라당은 연금의 기본 취지를 부정하는 파퓰리즘적 연금정치를 펼쳤으며, 민주노동당이나 가입자단체 역시 국민들의 연금 불신 정서를 넘어서지 못하였다. 국민연금이 수정적립방식으로 설계되어 5년마다 재정안정화 연금개혁 논의가 계속될 수밖에 없다는 점을 감안하면, 국민연금 논의과정에서 드러난 연금정치에 대한 진지한 성찰이 필요하다.
Abstract
The National Pension Refrom Bill passed the National Assembly, after it was proposed by the Government 4 years ago. The Government has partly achieved the financial stabilization of national pension and introduced the low-level basic pension to support the aged. However people’s distrust of National Pension has deepened due to the negative pension politics of the political parties including the NGOs. as well as the government. As the next reform round of Nation Pension be followed every 5 years, it must be important to reflect the implications of pension politics appeared in the process of the National Pension Bill reform.
