도덕적 이슈의 정책의제형성과정에 관한 연구: 소극적 안락사를 중심으로

초록

최근, 개인의 표현의 자유가 점차 확대･보장되면서 그동안 금기시 되어왔던 도덕적 이슈들이 대중의 관심을 받는 새로운 이슈로 등장하고 있다. 동성애, 양심적 병역거부와 같은 도덕적 이슈가 소개되기 시작했지만, 소수자 보호정책이라는 이름으로 이러한 이슈를 다루고 있을 뿐, 왜 도덕적 이슈가 정책의제로 채택되지 못하는 지에 대해서는 체계적인 연구가 거의 없는 실정이다. 이러한 문제의식에 착안하여, 본 연구는 최근 논란이 되고 있는 소극적 안락사 이슈를 통해 도덕적 이슈가 정책의제화되지 못하고 사회적 이슈로서 방치되고 있는 이유를 분석하였다. 특히 본 연구에서는 도덕적 이슈로서 소극적 안락사 이슈의 특성과 의제형성과정에 참여하는 다양한 세력들 간의 역학관계가 정책의제형성과정에 어떠한 영향을 미치는가에 초점을 맞추었다. 사례분석 결과, 소극적 안락사의 정책의제형성과정은 어느 한 세력이 주도권을 잡지 못하고 의료계･종교계･법조계･정부의 역동적인 상호작용 속에서 이해되어 질 수 있으며, 명확한 이슈정의의 실패, 강력한 종교계의 반대, 불법적인 로비활동이 소극적 안락사의 정책의제채택을 어렵게 만드는 원인으로 분석되었다.

Abstract

Recently, moral issues have emerged as a new policy issue. Although moral issues, such as abortion, homosexuality, school prayer, death penalty, were introduced, scholars paid little attention to the policy agenda building of these issues. This study analyzes why passive euthanasia does not enter into the stage of policy agenda and remains as a social issue. Especially, the study focuses on the characteristics of passive euthanasia as a moral issue, and dynamics of several forces involved in its policy agenda building. As results of case study, the policy agenda building of passive euthanasia can be understood by dynamic interaction of health, religion, law, and government forces, and failure of clear issue definition, opposition of strong religious forces, illegal lobby activity make it difficult to select passive euthanasia as a policy agenda.
