사회적 기업 설립의 영향요인 분석: 기능주의와 제도주의 관점을 중심으로

초록

본 연구는 2009년부터 2015년까지 16개 광역자치단체에 속한 사회적 기업 설립 증가의 영향 요인을 실증분석하는 것을 목적으로 한다. 그간 사회적 기업에 대한 많은 논의가 이루어졌음에도, 그 설립과 확산 과정을 실증적으로 살펴보는 연구는 제한적이었다. 이에 본 연구는 기능주의와 제도주의 조직론에 기반하여 사회적 기업 설립의 영향 요인을 다각적으로 살펴보았다. 분석결과, 먼저 실업률이 높고 지역 주민들에게 제공되는 사회복지 수준이 낮은 지역에서, 사회적 기업 관련 조례가 활발히 채택된 지역에서 사회적 기업의 설립 또한 활발한 것으로 나타났다. 둘째, 타 지역에서의 사회적 기업 설립이 증가할수록 해당 지역에서의 사회적 기업의 설립도 촉진된다. 셋째, 사회적 기업과 유사한 정체성을 공유하는 조직군인 비영리 조직으로부터의 정당성 유출은 초창기의 사회적 기업 조직의 유입을 증가시킨다. 종합해 볼 때, 이러한 결과는 사회적 기업의 성장이 수요나 공급과 같은 기능적 요인과 더불어 모방과 정당성 유출이라는 외부적 요인이 복합적으로 작용한 것임을 시사한다.

Abstract

Despite the substantial growth and academic progress in the field of social enterprises in the recent past, little empirical evidence is available about the development of social enterprises. From the functional and institutional perspective, we examined the diffusion of social enterprise as a novel form using data from 2009 to 2015 in 16 Korean metropolitan provinces. The results indicated that the entry of social enterprises is affected by: 1) the needs of job creation and social services, 2) support from ordinances in metropolitan levels, 3) the entry rate of social enterprises in other areas, and 4) legitimacy spillover from extant organizational forms with similar identities. Thus, the emergence of social enterprise is an outcome of both functional and institutional factors.
