이 연구는 조직생태학적 관점을 사회적기업 생태계에 적용하여 사회적기업의 생성과 경쟁으로 인한 설립 효과를 파악하고자 하였다. 먼저, 유사 성장곡선은 2010년 이후 일부 업종에서 사회적기업의 설립율과 인증율의 성장 둔화 추세를 보여주고 있으며, 이는 사회적기업인증제 초기 사회적기업으로의 전환 또는 설립이 비교적 쉬웠던 전통적인 사회복지분야 조직군에서 두드러지게 나타났다. 음이항 회귀모형을 통해서 볼 때, 이는 밀도가 갖는 정당화와 경쟁의 효과 중 전통적인 사회복지분야 조직군 내 밀도의 증가로 인한 경쟁 효과가 새로운 사회적기업의 설립을 억제하는 효과로 나타났기 때문이며, 조직군의 높은 성숙도로 인한 경쟁 효과도 영향을 미친 것으로 보인다. 또한, 과거 생성율에 따라 사회적기업의 설립과 진입에도 긍정적인 영향이 나타나고 있는데, 이는 교육, 문화/관광/예술, 환경분야 조직군과 같이 2010년 이후 조직군의 성장이 두드러지게 나타난 분야에 집중되어 있으며, 밀도가 비교적 낮은 비수도권 지역에서 더 크게 나타나고 있다. 즉 조직군 밀도의 정당화 효과가 사회적기업의 설립을 상대적으로 더 크게 유인하고 있는 것이다. 분석결과는 향후 업종과 지역에 따른 지속가능한 사회적기업 생태계 구축이 무엇보다 중요함을 시사한다. 이를 위해, 정부도 업종과 지역에 따른 사회적기업인증제 운영, 지역특화 클러스터 육성, 공공구매시장 및 판로확대 등 환경변화에 따른 유연한 정책변화를 시도할 필요가 있다.
Abstract
With the perspective of an organizational ecology, this study attempted to explore the generation effect of social enterprises caused by the entry and competition of existing social enterprises. The pseudo growth curve presents a slowdown of growth in traditional social welfare categories since 2010 where many social enterprises emerged at a first stage. The result of a negative binomial regression shows that only a competition effect by an increase in density and relatively higher maturation in those categories have resulted in an entry deterrence against new social enterprises even though a density in an organizational population has double effects of justification and competition. But the past generation rate has affected positively the generation of new social enterprises, particularly in education, culture/tourism/art, environment categories that have grown rapidly since 2010 and in non-capital regions. A justification effect of density has more induced new enterprises to get into the ecosystem in those categories and regions. Findings imply that it is of importance to build a sustainable social enterprise ecosystem based on categories and regions. Governments would be able to seek for flexible changes in policies adapted to rapidly changing environment, such as changes in a certification program, bringing up a local-specific cluster, or expansion of public procurement and market.
