복지국가에 대한 학술적인 연구는 1960년대부터 본격화되었다. 1980년대까지는 ‘왜 복지국가가 생성･발전하였는가?’라는 거시적 질문에 대해 다양한 관점에서 비교연구가 진행되었다. 초기의 산업화이론과 독점자본주의론에 이어 1970년대 후반부터는 사회민주주의론(권력자원론), 이익집단정치론, 국가중심론 등이 대두되었다. 1980년대 후반까지 유럽에서는 권력자원론이 가장 강력한 이론적 위치를 차지하고 있었다면, 미국에서는 국가중심이론이 중요한 이론으로 자리 잡았다. 1990년에는 이 두 이론을 발전시켜 Esping-Andersen이 ‘세 가지 복지국가체제’를 제시하게 된다. 이 연구는 복지국가연구 역사에서 지금까지 가장 중요한 위치를 차지한다. 또한 1990년대의 복지국가 연구는 자본주의 다양성이나 역사적 제도주의 이론들과 결합하며 그 영역을 확장해 나갔다. 특히 복지체제론과 자본주의 다양성 이론은 모든 복지국가를 동질하게 보고 보편적인 요인을 찾거나 모든 국가들을 개별적으로 파악하기보다는 중범위적 수준에서 역사적이고 제도적 경로와 구조를 공유하는 유형들에 주목하고 있다. 한편 2000년대에 접어들어서는 서구 복지국가를 넘어서 동아시아나 개발도상국 복지체제에 대한 연구와 이론들이 제시되고 있으며, 서구에서는 복지국가에 대한 개혁적 접근으로 사회투자국가론이 제기되었다. 아울러 최근에는 산업적 시민권이 약화되고 프레케리아트가 등장함에 따라서 기본소득을 중심으로 하는 새로운 복지국가에 대한 논의가 이루어지고 있다.
Abstract
Academic research on the welfare state has developed since the 1960s. Until the 1980s, various theories such as industrialism theory, power resources theory, and state-centered theory, were proposed to explain the birth and growth of the welfare state. In 1990, Esping-Andersen published his seminal work, 'Three worlds of welfare capitalism', as a middle-range theory influenced by previous theories; and in subsequent studies, he addressed welfare state transformations in post-industrial societies. While subsequent studies have been clearly influenced by his studies, the scope of welfare state research has been extended to embrace theories of 'varieties of capitalism' and 'historical institutionalism'. Currently, novel research is being conducted in the following areas. First, increasing attention is focused on welfare regimes in developing countries including East Asia. Second, social investment is widely discussed as the central theme and agenda in revitalizing the traditional welfare state. Third, some scholars argue that a new welfare state is required to reestablish social solidarity, as precariats have emerged as a dangerous class in society.
