이 연구는 2007년의 사회적기업육성법 시행이후 인증사회적 기업의 변화를 살펴보고, 향후 사회적 기업이 향후 어떻게 건강하게 성장할 수 있을 것인가에 대한 방향을 모색해보고자 한다. 이를 위해 이 연구는 최근 인증사회적 기업의 일반 현황, 사회적 기업으로의 인증의 동기, 인증 이후의 변화와 기대, 경제활동 등에 대한 구체적인 분석을 통해서 사회적 기업들의 현실에 접근하고 있다. 특히 근대적 조직에 대한 강한 설명력을 가지고 있는 제도적 동향화의 다양한 가능성을 염두에 두면서, 향후 한국에서 사회적 기업의 발전 방향을 전망해보고 있다. 이 연구가 주요하게 지적하고 있는 조사결과는 인건비와 운영비 지원을 매개로 한 사회적 기업의 인증이 시장화를 중심으로 한 제도적 동형화의 가능성을 예기하고 있기는 하지만, 사회적 기업을 둘러싼 어려운 환경 속에서도 그에 대한 사회적 동의 수준을 높이고 있으며 다양한 긍정적인 변화들을 조직할 수 있는 가능성을 보이고 있다는 점이다. 또한 국가, 시장 그리고 시민사회를 매개하는 사회적 기업의 혁신적인 역할을 기대하기 위해서는 그것에 대한 지원정책의 방향에 있어서 공급과 수요측면의 균형 잡힌 접근이 필요함을 지적하고 있다.
Abstract
This paper has several purposes. First, it observes the change of the social enterprise since enforcement of ‘the Law for Fostering Social Enterprise’ in 2007. Especially, I inspect the present conditions of social enterprises, incentive structure of authentication for social enterprise and their economic activities, etc. Second, I check various challenges which social enterprises meet in the sides of management, social recognition, and social policy. Finally, I try to find how to grow social enterprise healthily. The results are discussed in balanced approach of demand and supply to support social enterprise.
