본 논문은 한미FTA 및 한EU FTA가 동시에 발효될 경우, 우리나라 제조업에 미치는 영향을 경쟁력 분석과 CGE모형분석을 통하여 살펴본다. 먼저 산업별 경쟁력분석을 살펴보면, 우리나라의 일반기계 및 장비산업, 자동차산업이 미국과 EU보다 경쟁력이 있는 것으로 나타났으며, 섬유 및 의류산업은 미국에게, 전기기기 및 부품 및 기타운송장비산업은 EU에게 각각 경쟁력이 있는 것으로 나타났다. 미국 및 EU와 FTA를 체결할 경우, 가장 큰 혜택을 보는 산업은 자동차산업으로 나타난다. 일반기계 및 장비와 기타공산품은 대세계 수출경쟁력이 높지 않지만, 이들 국가와의 FTA를 통하여 경쟁력을 확보할 수 있을 것으로 기대된다. 반면, 정밀기계제품, 전기기기제품의 수입은 증가하여 국내 산업에서의 경쟁이 촉진될 것으로 보인다. 이와 같은 경쟁력 분석은 CGE분석의 결과에서도 나타난다. 섬유 및 직물산업의 생산량이 가장 크게 증가할 것으로 예측되며, 다음으로는 자동차를 포함한 수송기기의 생산량이 증가할 것이다. 이와 함께 섬유 및 직물, 일반화학, 수송기기, 기타 공산품의 수출도 증가할 것으로 예측된다. 본 논문은 한미, 한EU FTA가 동시에 발효될 경우를 상정하여 분석을 시도한 최초의 연구라는 점에서 의의를 찾을 수 있다.
Abstract
This paper analyzes the economic effects of Korea-U.S. FTA and Korea-EU FTA on Korean industries, in particular when they go into effect simultaneously. The analysis using comparative advantages and the trade specialization index shows that Korea has an advantage over the United States and EU in machinery and automobiles, in textile/clothing over the U.S., and in electrical appliances and parts and other transportation equipments over EU. Korean automobiles industry will be a grand winner from FTAs with the U.S. and EU followed by machinery, equipments, and other manufacturing goods, which will increase competitiveness through the FTAs although these are not usually considered as traditional exporting industries for Korea. Meanwhile, Korea-U.S FTA and Korea-EU FTA will bring more competition in industries such as precision instruments and apparatus and electrical appliances through increased imports from these countries. The CGE analysis shows comparable results; textile among Korean industries is expected to lead output growth after the FTAs, followed by transportation equipment including automobiles. Textile, transportation equipment, and chemical products are expected to experience export growth. This paper is a first attempt to shed light on the effects of simultaneous FTAs with the U.S. and EU on Korean manufacturing industries.
