Abstract

This paper focuses on the change in the Mexican agriculture and rural communities since NAFTA. After NAFTA was in effect, the Mexican GDP and the export of Mexican agricultural products to the U.S. increased significantly. However, the import from the U.S. outpaced the export, so the trade deficiency was increased. The discrepancy in income between Mexico and the U.S. was also widened. In the tortilla market two dominant firms took the most of trade benefits. The Mexican case indicates that it is not sufficient for a developing country to sign an FTA with developed country to facilitate export and raise income. The case also implies that an FTA itself does not contribute to improvement in social inequality, regional inequality, and absolute poverty problems. Furthermore, if the market is monopolistic, the increased welfare by an FTA might be taken by monopolistic firms, not by consumers.
