태풍'나리'로 본 제주특별자치도의 재난관리 분석 및 함의

‘위대한 전환’이라는 미래예측보고서에 따르면 2015년에 세계는 대위기를 맞는다고 한다. 지구촌의 자원이 고갈되어 가며, 생태계의 파괴가 눈에 보이기 시작하고, 환경보존 또는 재해･재난 비용이 눈덩이처럼 불어나게 되며, 에너지･환경오염은 물론 특히 기후변화로 인한 재해･재난 등의 위기가 자주 온다는 것이다. 구체적인 최근의 사례로 본 연구의 대상이 되는 태풍 제11호 '나리'(NARI)는 2007년 9월 15일부터 16일까지 제주도에 내습하여 많은 재산피해와 인명피해가 발생하였다. 따라서 본 연구에서는 지금까지 태풍'나리'로 본 제주특별자치도의 재난관리체제를 분석하기 위하여 선행연구, 재난관리의 제약요인, 그리고 Petak(1985; Clary, 1985)의 재난관리 4단계를 중심으로 분석기준과 분석지표를 마련하여 분석한 결과 얻은 결론은 다음과 같다. 예비단계에서는 재난영향의 예측과 평가는 언급은 되고 있지만 재해방송체계가 제대로 이루어지지 않았고, 재난관리 전문인력 확충 및 양성프로그램에 따른 재난관리평가와 시민단체･지역사기업, 중앙정부와의 네트워크 형성, 대응기관들과의 사전훈련 여부, 초동대응자들에 대한 교육여부 실시 등을 재난관리 관점으로 분석･보도해야 함에도 재해를 최소화하기 위한 예방 및 준비보도가 부족했다. 또한 비상시 도지사의 지휘권과 맞물려 의지와 역할이 중요함에도 유관기관과의 지휘통솔체제에 대해서는 언급이 없다. 대비단계에서는 재난을 대비하여 대응기관들과의 사전훈련이 전무한 상태이며, 초동대응자들에 대한 교육도 실시되지 않고 있다. 하지만 유형별 재난관리 체계를 앞으로 구축한다든가 경보체계구축에 대해서는 상당부분 논의되고 있다. 대응단계에서는 피해자의 입장에서 본 대안들이 전혀 논의/언급도 되지 않고 응급의료서비스 제공, 재난피해자 수용시설 등 효율적인 복구를 하기 위한 노력이 없다. 마지막으로 복구단계에서도 가장 중요한 예산문제와 현장 유관기관들과의 정보를 공유해야 함에도 이에 대한 적극적인 대안들을 모색하지 않고 있다.
Abstract
Modern society has provided a lot of conveniences to the human, on the other hand, it has brought a variety of risk factors as well. This study focused on the Typhoon Nari, the 11th Typhoon of 2007, which hit Jeju Island on September 15 to 16 and left behind millions of dollars of damage and considerable loss of life on Jeju Island. To analyze disaster management system of Jeju special self-governing province, this study looked into Typhoon Nari through analysis basis and index which is established by reviewing prior studies, restriction factor of disaster management and 4 steps for disaster management by Petak(1985; Clary, 1985). The results of this study are summarized as follows: Estimates and appraisals of the disaster impact have been mentioned at the preliminary stage, however, an in-depth analysis has not conducted. Also, increasing the number of professionals for managing disaster has not been done and training programs for them have not been developed. Furthermore, there was no effort to build a disaster response network system among civic groups, local private enterprises and the central government in spite of its importance. Besides, in an emergency situation, the governor's will and role are quite important with his command, however, there isn't any Command and Control System with associated agencies. At provision stage, prior training program among associated agencies and training program for first responder to prepare for disasters have not been carried out. However, discussions related to disaster management system classified by each type and alarm system in the future have already been under way. At the response stage, measures from disaster sufferers' standpoint have not been discussed at all. Also, there is no effort to recover disaster efficiently such as offering emergency medical services and disaster sufferer accommodation. Finally, at the recovery stage, plans concerning budget issue considered most important and proposals related to sharing information among associated agencies have not been found.
