한일 행정개혁의 비교연구: 정부조직개편의 제도론적 접근

초록

최근 한국과 일본에서는 신자유주의의 영향으로 관료제의 효율성을 높이기 위해 일련의 행정개혁 작업이 이루어져 왔다. 일본에서는 2001년 획기적인 성청재편으로 정부조직을 개편했고, 한국에서도 매 정권마다 지속적인 정부조직 개편이 이루어져 왔다. 본 논문은 정부조직 개편작업의 한일 비교를 제도주의적 관점에서 분석했다. 정치행정시스템의 환경 변수인 “결정적 전환점(critical juncture)”의 존재 유무를 비교분석했고, 이런 정부조직 개편작업이 양국의 정치행정 시스템의 획기적인 제도적 변화를 초래하는 “단절적 균형(punctuated equilibrium)”으로 나타나는지를 분석했다. 분석 결과 정부조직 개편의 규모의 차이는 결정적 전환점과 같은 환경적 요인에 의해 나타나는 것이 아니라 양국의 정치행정 시스템의 제도적 특성의 차이에서 기인한 것으로 나타났다. 또한 행정시스템의 제도변화는 결정적 전환점보다는 “제도적 중층성(institutional layering)”이 내재화되는 과정에서 진화되어 가는 것으로 나타났다.

Abstract

This study intends to analyze the recent administrative reforms in Korea and Japan. Especially it focuses on the analysis of government organization reforms in two countries. Both countries have conducted a series of administrative reforms to enhance the effectiveness of bureaucracy by the influence of neoliberalism and new public management. Japan conducted a massive government organization reform in 2001, which reduced the numbers of government agency into a half. A consecutive government organization reforms have been also implemented in Korea since the 1990s. The paper attempts to analyze the government organization reform between Korea and Japan in the perspective of new institutionalism. It analyzes the impact of environmental factor such as 'critical juncture' to reform the government organizations in a comparative way. In addition, it reviews the possibility of 'punctuated equilibrium' of administrative system in the process of administrative reform in both countries. The research finds that the conspicuous difference of government organization reform in Korea and Japan does not stem from the critical juncture. But it is due to the differences of institutional factors of the political and administrative system in both countries. Moreover, the institutional change does not occur because of the critical juncture. Instead, it finds that the institution may evolve from the internalization of institutional layering with the incremental adaptation to the environmental challenges.
