한국 정부조직개편에 대한 비판적 고찰

초록

정부조직개편은 어떤 목적과 효과를 지향하든 정부 안팎에 적지 않은 변화와 혼란을 초래할 수 있다. 따라서 개편 전에는 개편 목적달성 가능성과 부작용에 대한 신중한 고려가 필요하고, 개편 후에는 그 실제 결과에 대한 체계적인 진단이 요구된다. 한국에서는 정부수립이래 정부조직개편이 수십 차례 이루어졌지만, 개편 전후의 이들 측면과 관련된 논의나 연구는 많지 않다. 본 연구에서는 조직개편 목적 실현의 한계, 조직개편 성과의 불확실성과 부작용 등에 논의의 초점을 맞춤으로써, 한국에서의 빈번한 정부조직개편에 대한 비판적 관점을 피력한다. 서구 학자들 사이에 행정기관을 합병･분리･신설･폐지･소속 변경하는 이른바 기관 간 조직개편의 실효성에 대해 특히 많은 의문을 제기되고 있으므로, 본 연구에서는 이에 논의의 초점을 맞추었다. 먼저 정부조직개편의 실효성에 대한 회의적 시각을 소개하고, 이를 토대로 한국 정부조직개편의 목적 및 그 실현의 한계 문제를 기술한다.

Abstract

Government reorganization with any purpose could bring about many changes and confusions in and around the government. It is therefore necessary both to consider the possibility of achieving the goals seriously before pursuing the reorganization and to evaluate the consequences systematically after the reorganization. However, although there have been about 50 executive reorganizations since the founding of the Republic of Korean in 1945, few studies have either discussed or investigated the real impact of the reorganizations. This study critically reviews the frequent government reorganizations in Korea by way of emphasizing the limitations of goal achievements, the uncertainties of the consequences, and possibilities of accompanying side effects of the reorganization. This study first introduces the pessimistic perspectives of Western scholars on the positive effects of the reorganization and then on the basis these perspectives it discusses the goals of government reorganizations in Korea and the problems in achieving those goals(government reorganization, Korean government, reorganization, administrative reform).
