정부조직개편 결정과정 비교분석: 전면개편과 부분개편을 중심으로

본 논문은 제도선택의 시각에서 정부조직개편 결정과정의 특징을 전면적 개편과 부분적 개편으로 나누어 고찰하고 있다. 구체적으로 결정과정을 참여자의 범위, 참여자들 간의 관계, 최종안 도출과정 등 세 가지 측면으로 구분하여 비교분석하였다. 분석결과 다음과 같은 사실을 발견하게 되었다. 첫째, 전면개편과 부분개편의 경우 주요 참여자는 대통령, 집권정당, 반대정당이다. 단지 전면개편의 경우 이들 이외에 일부 고위인사들이 추가로 참여한다. 둘째, 전면개편의 경우 집권정당과 반대정당이 대립하고 갈등을 벌이게 되어 결정과정이 지연되거나 저지된다. 반면 부분개편의 경우 양대 정당이 경쟁하거나 또는 협력함으로써 대립 및 갈등관계까지 확대되지 않아 결정과정이 지연되거나 저지되지 않는다. 셋째, 전면개편의 경우 대립과 갈등 속에서 집권정당이 진행과정을 강행하거나 또는 정당 간 타협을 통해 최종안이 도출된다. 반면 부분개편의 경우 양대 정당은 경쟁하거나 협력하는 가운데에 정상적인 표결절차를 따라서 수월하게 최종안을 도출한다. 이러한 세 가지 차이점은 전면개편과 부분개편이 대통령의 통치실현 또는 실무부서의 기능조정을 위한 것이기 때문에 개편을 둘러싼 정당 간의 이해관계가 첨예하거나 또는 미미하다는 사실에서 기인하는 것으로 판단하였다. 결과적으로 한국의 전면개편을 통해 제도선택 시각의 타당성이 입증되고 있으며, 또한 한국을 위한 제도선택모형을 모색함에 있어 참여자들 간의 대립 및 갈등관계 이외에 경쟁 또는 협력관계도 고려해야 함을 알게 되었다.
Abstract
This paper explores the decision-making process of large-scale reorganization and small-scale reorganization of Korean Government. It focuses on the comparisons of 1) the scope of actors in the decision-making, 2) the relationship of actors in the decision-making, and 3) the way of reaching the final decision, of the two types of governmental reorganization. As a result of comparisons, I find out the three facts as follows. Firstly, the main actors are the President, the ruling party, and the opposition party, in the two types of governmental reorganization. In addition, there are more actors such as major politicians who participate in the decision-making process of large-scale reorganization. Secondly, the ruling party and the opposition party conflict with each other, so that the decision-making is hindered in large-scale reorganization, while the two political parties compete just orally or cooperate with each other, so that the decision-making in not hindered in small-scale reorganization. Thirdly, the ruling party forces or compromises with the opposition party in order to get out of the deadlock for the final decision in large-scale reorganization, while the two parties follow the normal voting process, so that they reach the final decision easily. The difference in the three aspects of decision-making process of the two types of governmental reorganization originate from the difference in the amount of gain and loss of the two political parties surrounding the governmental reorganization. That is, the gain and loss of the two political parties are small in small-scale reorganization which aims at adjusting some organizational functions, while the gain and loss of the two political parties are big in large-scal reorganization which aims at realizing the ruling philosophy of the President. As a result, this paper confirms the validity of the institutional-choice perspective in the case of large-scale reorganization of Korea. Also, this paper makes us realize that we need to consider competitive and cooperative as well as conflictual relationships of actors, when we look for institutional-choice model for Korea.
