한⋅콜롬비아 FTA의 거시경제 및 산업별 경제효과 분석

이 논문은 미국 퍼듀대학의 세계무역분석센터가 2012년 3월에 새로이 출시한 2007년 기준의 GTAP Data Base v.8을 처음으로 사용하여 한⋅콜롬비아 FTA의 경제적 파급효과를 CGE결과에 따라 비교⋅분석하였다. 시뮬레이션 결과를 요약하면, 우선 한⋅콜롬비아 FTA로 인한 우리나라 거시경제 효과는 GDP가 0.01% 증가할 것으로 예상된다. 하지만 콜롬비아와 미국, 그리고 콜롬비아와 EU 간의 FTA가 발효된다면 한⋅콜롬비아 FTA의 경제효과도 약간 감소하는 것으로 나타나 약하게나마 무역전환효과가 발생할 것으로 전망된다. 둘째 한⋅콜롬비아 FTA로 자동차, 화학제품, 섬유가죽 산업의 생산이 증가하지만 농업부문과 그 외 제조업 부문은 생산이 오히려 감소되는 것으로 나타났다. 셋째, 한⋅콜롬비아 FTA는 장기적으로 우리의 수출을 증가시키고 수입을 감소시켜 무역수지 흑자폭을 확대시킬 것으로 전망된다. 특히, 화학제품, 제1차금속, 수송장비, 자동차, 섬유가죽, 기계정밀산업과 전자기기 등에서 무역수지 흑자가 증가될 것으로 예상된다. 그러나 화훼류를 포함한 농산물과 커피가공식품이 포함된 식료가공은 무역수지 적자가 예상된다. 따라서 농산물 피해에 대한 대응책이 마련된다면 한⋅콜롬비아 FTA는 제조업의 수출 증대와 무역흑자를 확대하고 원자재 확보에 도움이 될 것으로 기대된다.
Abstract
This paper analyzes macroeconomic and industrial effects of the Korea-Colombia FTA using CGE models based on the new GTAP data set. The simulated results show that Korea's real GDP would increase by 0.01% due to the Korea-Colombia FTA, under the assumption of the full tariff elimination in all agricultural and manufacturing sectors except the service industries. Next, the GTAP CGE simulation results show that the economic effects of Korea-Colombia FTA could be offset due to trade diversion effects not only by the Korea-EU and the Korea-U.S.A. FTAs but also by the Colombia-U.S.A. and the Colombia-EU FTAs. Third, the results show that the Korea-Colombia could have a positive effect on industrial production in motor vehicle, chemical products, textile and leather industries but negative impact on agricultural sectors and other manufacturing sectors. Finally, the Korea-Colombia FTA is found to enlarge Korea's trade surplus through expanding exports in manufacturing industries, specially in motor vehicle industry.
