읍·면·동 단위 근린자치의 주요 행위자간 인식 비교 분석

본 연구는 읍․면․동 단위에서 근린자치의 실태를 분석하고 정책적 시사점을 제시하기 위한 것이다. 근린자치의 수행 주체는 주민과 주민을 대표하는 주민자치위원회이고, 근린자치가 본연의 목적을 제대로 수행할 수 있도록 돕는 것이 행정의 역할이다. 따라서 근린자치의 주체인 주민자치위원회와 읍․면․동의 근린자치 지원기능을 중심으로 실태분석을 실시하고, 아울러 주요 행위자인 공무원과 주민자위원의 인식을 비교분석하였다. 그 결과 읍․면․동 사무소의 주민자치지원기능은 다른 기능에 비하여 비중이 약화되어 있으며 담당 공무원의 업무비중도 낮은 것으로 나타났다. 공무원과 주민자치위원은 주민자치위원회와 주민자치센터의 운영과 관련하여 주민자치위원의 선정방법을 제외하고는 통계적인 유의미한 인식의 차이를 보이지 않는 것으로 나타났다. 특히, 두 집단 모두 주민자치위원의 대표성과 전문성 확보의 필요성에 대해서는 인식을 같이하고 있었다.
Abstract
This research analyses the current state of neighborhood autonomy in local community, and it suggests some policy implications. The main actors of neighborhood autonomy are citizen and local community committee, and the local government also plays a supporting role in neighborhood autonomy. Therefore this research analyses not only local community committee in itself and the function of local government, and it compares the perception between public officials and Citizen Committeman. Analysing of the empirical study reveals significant findings: first, the support function of local government in local community is of little importance comparing with other functions; second, the perception of local community committee and its operation has no statistical difference between the public officials and Citizen Committeman. In particular, both of them have the same perception in representative and professionalism of Citizen Committeman.
