동북아 제한적 비핵지대의 가능성과 안보적 함의: 이익균형론의 관점에서

동북아 지역에서의 핵무장 경쟁 방지와 북핵문제의 해결을 위한 제도적 노력의 일환으로 실현가능한 동북아 비핵지대화 방안에 대한 모색이 요청된다. 이 연구는 이러한 정책적 선택지의 하나로서 동북아시아 제한적 비핵지대(The Limited Nuclear-Weapon-Free Zone of Northeast Asia)의 가능성과 그 안보적 함의를 ‘이익균형론’(Balance of Interest Theory)에 입각해서 살펴보고자 한다. 동북아 제한적 비핵지대는 냉전 종식 이후 가시화된 수평적 핵확산으로 인해 심각한 도전에 직면해온 NPT체제의 강화에도 크게 기여할 것이다. 특히 장기적인 지역안보질서의 형성이라는 관점에서 볼 때 동북아 제한적 비핵지대의 창설은 역내 갈등 구조를 진화하는 협력구조로 대체하는 긍정적 상호의존의 길을 여는 데 공헌할 것으로 기대된다.
Abstract
It is necessary to seek an idea of a feasible nuclear-weapon-free zone in Northeast Asia not only to prevent nuclear arms races in the region but also to solve the North Korean nuclear issue. This article investigates the probability of the Limited Nuclear-Weapon-Free Zone of Northeast Asia and its security implications in terms of the balance of interests theory. The establishment of the Limited Nuclear-Weapon-Free Zone of Northeast Asia could also contribute to strengthening the NPT regime which has been facing a challenge of horizontal nuclear proliferation after the end of the Cold War. In particular, with regard to the long-term security order in the region, the establishment of the Limited Nuclear- Weapon-Free Zone of Northeast Asia could be useful to pave the way for the existence of positive interdependence by replacing the structure of the conflict with the evolving structure of cooperation.
