한반도 비핵화는 평화체제 구축과 긴밀히 연관되어 있다. 그 둘의 우선순위에 대한 관련 당사국들의 입장 차이도 두 문제 간의 상관성을 말해주고 있다. 한반도 평화체제 구축에 관한 논의는 관련이슈들과 당사국간의 이해관계를 종합적으로 반영하여 접근하는 것이 타당할 것이다. 이 글이 이익균형이라는 개념을 도입하여 논의를 전개하려는 것도 그런 시도의 일환이다. Ⅱ장에서는 이익균형 개념을 소개하고 그것이 한반도 평화체제 논의를 전개하는 데에 유용함을 밝힐 것이다. Ⅲ장에서는 이익균형 개념을 적용하여 평화체제와 관련된 국가들의 입장과 기존 합의 사항을 분석 평가하고, Ⅳ장에서는 평화체제 구축을 위한 전략을 제안하고자 한다. 구체적으로 평화체제 논의에 투영된 상호 일치하는 이익과 배타적 이익을 구분한 후 이들의 상호관계에 근거하여 평화체제 구축 방안을 제시할 것이다. 결론에서는 본론의 논의를 요약하고 한국에 주는 시사점을 생각해볼 것이다. 특히 남북한 당사자 원칙을 관련국들로부터 인정받는 것과 그것을 이용한 이익균형 전략의 중요성을 강조할 것이다.
Abstract
Denuclearization in the Korean Peninsula is closely interrelated with the establishment of peace regime. The relationship is shown by the discussion on the priority between them. It is necessary to approach the discussion on the establishment of peace regime by reflecting all aspects including related issues and interests of the countries involved. This is the reason this paper explores the way for the establishment of peace regime using the term “balance of interests.”Section Ⅱ will introduce the term and its usefulness for the topic of this paper. Using “balance of interests.” section Ⅲ will analyze the positions of the countries related with the peace regime in the peninsula and the existing agreements in the context of both bilateral and multilateral frameworks. Section Ⅳ afterward will suggest a strategy for the establishment of peace regime, based on the differentiation of coinciding interests, mutually exclusive interests and their interconnectedness. In conclusion, this paper will discuss implications for South Korean policy, especially stressing the primary role of South and North Korea and the importance of “balance of interests” strategy.
